The Government of Andhra Pradesh recently issued a notification bringing into effect The Andhra Pradesh Shops and Establishments (Amendment) Act, 2025 (Act No. 17 of 2025). This crucial delegated legislation, issued under G.O.Ms.No.23 by the Labour Factories Boilers & Insurance Medical Services (Lab.II) Department, formally appointed the commencement date for the Amendment Act. The notification, published in the Andhra Pradesh Gazette on November 4, 2025, signifies the operationalization of the legislative changes introduced by the Amendment Act. This action ensures that all provisions of the said Act are now legally binding and enforceable across the state, impacting various commercial establishments and their employees. The issuance of such a notification is a standard procedure to transition a legislative enactment from its passage to its active implementation, thereby altering the existing statutory framework governing shops and establishments.

The primary objective behind the issuance of this notification was to give legal effect to the legislative intent of the Andhra Pradesh Shops and Establishments (Amendment) Act, 2025. While the specific details of the amendments introduced by the Act itself are not elaborated in the notification, the act of bringing it into force indicates a policy rationale aimed at updating or refining the regulatory environment for commercial entities. Prior to this notification, the Amendment Act, though passed, remained inoperative, meaning its provisions had no legal bearing. The commencement notification addresses this by activating the new legal position. The legislation provided: “…Government of Andhra Pradesh hereby appoints the 3rd November,2025 as the date on which all the provisions of the said Act shall come into force.” This action ensures that any changes to working conditions, operational hours, employee benefits, or other regulatory aspects for shops and establishments, as stipulated in the Amendment Act, are now mandatory. The notification thus serves as the final step in the legislative process for the Amendment Act, moving it from a legislative text to an enforceable law, thereby introducing new rights, obligations, or modifications to the existing legal framework that governs businesses and their workforce in Andhra Pradesh.
