Assam Government Establishes New Rules for Press Subordinate Service Recruitment and Conditions

The Governor of Assam issued the Assam Government Press Subordinate Service Rules, 1994, a new set of regulations governing the recruitment and conditions of service for individuals appointed to the Assam Government Press Subordinate Service. These rules, which came into effect upon their publication in the Official Gazette on September 20, 1994, were enacted under the powers conferred by the proviso to Article 309 of the Constitution of India. The legislation established a comprehensive framework for the service, defining its structure, methods of entry, and various aspects of employment. It outlined a detailed classification of cadres within the service, including roles such as Foreman, Section Holder, Compositor, Machineman, Reader, Mechanic, and various other technical and administrative positions essential to the functioning of a government press. The rules specified that the Appointing Authority for the service would be the Director, Printing and Stationery, Assam, and defined the roles of the Assam Public Service Commission (APSC) and a dedicated Selection Committee in the recruitment process.
The legislation provided: “regulating the recruitment and conditions of service of the persons appointed to the Assam Government Press Subordinate Service”. This core intent was operationalized through provisions for both direct recruitment and promotion. Direct recruitment was prescribed for specific cadres like Forme Carrier, Counter, Distributor, Type Supplier, Junior Mechanic, Electrician, and Dark Room Assistant. For other cadres, recruitment was primarily through promotion, with a minimum of three years of qualifying service generally required for advancement to a higher post. The rules detailed the procedure for direct recruitment, including the assessment of vacancies, advertisement, and the selection process involving either the APSC or a Selection Committee. Qualifications for direct recruits included age limits (18 to 36 years, with relaxations for special categories), academic qualifications as specified in Schedule II, physical fitness, and character requirements. Promotion procedures were also meticulously laid out, emphasizing seniority-cum-merit as the basis for selection and requiring the Appointing Authority to assess vacancies annually and furnish relevant employee documents to the Selection Committee. The rules also included provisions for disqualification based on citizenship and marital status, with a proviso for gubernatorial exemption in special cases. Importantly, the legislation mandated reservation for candidates belonging to Scheduled Castes, Scheduled Tribes, and Other Backward Classes in both direct recruitment and promotion, aligning with existing government policies. Further provisions covered appointment procedures, joining time, mandatory training, conditions for discharge or reversion, the determination of seniority, probation and confirmation periods, the annual publication of a gradation list, and the prescribed pay scales for various posts as detailed in Schedule I. Members of the service were made liable to be posted anywhere within any branch of the Government Press in Assam.
The primary objective of the Assam Government Press Subordinate Service Rules, 1994, was to formalize and standardize the recruitment and service conditions for personnel within the Assam Government Press. Prior to these rules, the framework for managing this service would have been governed by earlier, corresponding rules, which these new regulations explicitly repealed. The enactment aimed to address any existing statutory gaps or inconsistencies by introducing a comprehensive and transparent system for entry into the service and career progression. By clearly delineating cadres, qualifications, and recruitment methodologies, the rules sought to ensure a merit-based and equitable system for staffing the government press. The detailed provisions for promotion, including minimum qualifying service and the seniority-cum-merit principle, aimed to provide clear career paths and incentives for existing employees. The inclusion of reservation policies underscored the government's commitment to affirmative action in public employment. The rules also established clear enforcement mechanisms through the Appointing Authority, the APSC, and the Selection Committee, with defined timelines for processes like the validity of select lists and joining periods. This legislative exercise was intended to create a robust and predictable administrative environment for the Assam Government Press Subordinate Service, thereby enhancing efficiency and accountability in its operations.
