Assam Government Revises Treasury Service Designations and Promotion Framework

The Government of Assam has issued new rules, titled The Assam Treasury (Establishment) Service (Amendment) Rules, 2025, to modify the existing service structure for its treasury personnel. These rules, notified by the Finance (Establishment-B) Department, were made by the Governor of Assam in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, which empowers the Governor to make rules regulating the recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the State. The amendments primarily focus on updating designations, streamlining promotion criteria, and revising pay scales within the Assam Treasury (Establishment) Service. The new rules came into force on December 1, 2025, the date of their publication in the Official Gazette.

A significant aspect of the amendment is the comprehensive re-designation of various posts within the service. For instance, the designation "Accountant" has been substituted with "Chief Treasury Accountant," "Senior Accounts Assistant" with "Senior Treasury Accountant," and "Junior Accounts Assistant" with "Junior Treasury Accountant." Similarly, "Lower Division Assistant" is now referred to as "Junior Assistant," and the former "Grade (iv) staff" has been reclassified into "Duftry-cum-Record Keeper" and "Peon and Chowkider." The legislation provided: “...for the word Accountant the word Chief Treasury Accountant shall be substituted.” These changes are reflected across various rules, including those pertaining to promotion and the schedule detailing cadre strength and pay scales. Rule 5 of the principal Rules, which governs promotions, has been amended to specify that promotions to the cadres of Superintendent, Chief Treasury Accountant, and Senior Treasury Accountant will be based on the recommendations of a Selection Board constituted under rule 13. Furthermore, the eligibility criteria for promotions to various cadres have been revised. For example, a Chief Treasury Accountant now requires at least three years of continuous service in that role to be eligible for promotion to Superintendent, while a Senior Treasury Accountant needs five years of continuous service for promotion to Chief Treasury Accountant. Promotions to Junior Treasury Accountant and Junior Assistant cadres are now to be made strictly on merit, while higher cadres continue to follow a seniority-cum-merit basis. The rules also update Schedule I, which outlines the strength of each cadre and their corresponding pay scales, reflecting the new designations and revised pay bands and grade pay for positions such as Superintendent, Chief Treasury Accountant, Senior Treasury Accountant, Junior Treasury Accountant, Junior Assistant, Duftry-Cum-Record Keeper, and Peon/Chowkider.

The legislative intent behind these amendments is to modernize the administrative structure and enhance the efficiency of the Assam Treasury (Establishment) Service. The earlier legal position, governed by the Assam Treasury (Establishment) Service Rules 1993, contained designations and promotion pathways that were deemed outdated. By substituting older terms like "Accounts Assistant" with "Treasury Accountant" and "Lower Division Assistant" with "Junior Assistant," the government aims to align the nomenclature with contemporary administrative practices and clarify roles. These changes address statutory gaps and limitations by providing a clearer, more structured career progression for employees. The amendments introduce new obligations for employees, such as specific service periods and, for some, successful completion of training and departmental examinations, to qualify for promotions. The revised promotion mechanisms, particularly the emphasis on merit for entry-level accounting and assistant positions, are intended to foster a more performance-driven environment. The updated pay scales in Schedule I also reflect a re-evaluation of the remuneration structure for these roles, aiming to ensure fair compensation in line with the revised responsibilities and qualifications. The Appointing Authority retains the power to consider and approve the lists recommended by the Selection Board, with provisions for seeking clarification or making necessary changes after consultation with the Board.
