Assam Introduces One-Time Recruitment Opportunity for Land Record Assistant Posts

The Government of Assam, through its Revenue Disaster Management Department, issued a significant notification on November 29, 2025, introducing the Assam Land Records Subordinate Service (Amendment) Rules, 2025. These amendment rules modify the existing Assam Land Records Subordinate Service Rules, 2023, and came into force immediately upon their publication in the Official Gazette on the same date. The amendments were enacted by the Governor of Assam in exercise of powers conferred by the proviso to Article 309 of the Constitution of India, which grants the executive the authority to make rules regulating the recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the State.

This new provision creates a specific, one-time pathway for a defined group of candidates to appear for the recruitment examination for the post of Land Record Assistant. Specifically, it allows candidates, with the exception of those nominated by the Territorial and Autonomous Council areas of Assam, who had successfully completed the six-month Recorders Certificate Class Course (RCCC) Training at the Assam Survey Settlement Training Centre. Furthermore, these candidates must have been declared proficient in the mandated examination by an official result issued by the Director of Land Records Surveys etc., Assam, in both Survey and Settlement subjects, prior to the publication date of these amendment rules. The legislation provided: “Notwithstanding anything contained in these rules or in any other rules or regulations, the candidates (except candidates nominated by the Territorial and Autonomous Council areas of Assam) who have undergone the 6 month Recorders Certificate Class Course (RCCC) Training at the Assam Survey Settlement Training Centre and have been declared proficient in the mandated examination by an official result declared by the Director of Land Records Surveys etc., Assam, in both Survey and Settlement subjects, before the date of publication of these amendment rules, shall be allowed to appear in the examination for recruitment to the post of Land Record Assistant as a one-time measure...” This examination will be conducted on a date and with a syllabus to be notified by the Board constituted under rule 13 of the Principal Rules, provided the candidates also fulfill the educational qualifications prescribed in the Assam Land Records Manual. A crucial proviso stipulates that this special examination for recruitment to the post of Land Record Assistant is strictly a one-time measure and will cease to be operational from the date the candidates selected under this provision are appointed.

The legislative intent behind these amendment rules is to address a specific cohort of individuals who have already undergone specialized training and demonstrated proficiency in land records management. By introducing this one-time measure, the government aims to provide an opportunity for these trained personnel to be absorbed into the Land Record Assistant service, potentially filling existing vacancies or addressing a specific need for skilled individuals in the department. The "notwithstanding" clause in the new sub-rule (1A) indicates that this provision overrides any conflicting stipulations in the existing rules or regulations, thereby creating a special exemption for this particular group of candidates.
