Assam Mandates Electronic Pension Payment Orders for Superannuation Cases

The Government of Assam, through its Administrative Reforms, Training, Pension and Public Grievances Department, issued an Executive Order on November 1, 2025, mandating the implementation of electronic Pension Payment Orders (e-PPOs) and electronic Gratuity Payment Orders (e-GPOs) for superannuation pension cases. This significant directive, published in the Assam Gazette on December 5, 2025, marks a pivotal shift from traditional physical pension documents to a digital system. The order specifically targets superannuation pension cases processed through the Office of the Accountant General (AE), Assam, and the Kritagyata portal, aiming to streamline and modernize the pension disbursement process.

Effective from November 3, 2025, the new system dictates that only e-PPOs and e-GPOs will be issued for all eligible superannuation pension cases. Consequently, from this date, physical Pension Payment Orders will no longer be accepted by Treasuries, Banks, or various government Departments for such cases. However, the order explicitly clarified that PPOs issued prior to November 3, 2025, will retain their validity and continue to operate under the existing procedures, ensuring a smooth transition for current pensioners. All concerned Departments, Treasuries, Banks, and Authorities involved in pension processing were directed to ensure strict compliance with this new mandate. The order was signed by Mahmood Hassan, Secretary to the Government of Assam, Administrative Reforms, Training, Pension and Public Grievances Department.

This Executive Order was issued in continuation of an earlier approved Executive Order (No. PPG/99/2025/7 dated August 3, 2025) and followed decisions taken in a meeting held on October 29, 2025, which focused on finalizing the modalities for discontinuing physical PPOs and implementing their electronic counterparts. The legislative intent behind this move is to enhance efficiency, transparency, and convenience in the administration of superannuation pensions by leveraging digital platforms. The earlier legal position relied heavily on physical documentation, which often entailed manual processing, potential delays, and administrative burdens. The new framework addresses these limitations by introducing a paperless system, thereby reducing processing time and improving the overall experience for pensioners and administrative bodies alike. The legislation provided: “The system of issuing only electronic Pension Payment Orders (e-PPOs) and electronic Gratuity Payment Orders (e-GPOs) shall be implemented initially only to the Office of the Accountant General (AE), Assam with effect from 03/11/2025 for all superannuation pension cases processed through the Kritagyata portal.” This core provision underscores the government's commitment to digital governance and administrative reforms. The implementation through the Kritagyata portal, a dedicated online platform, signifies a comprehensive approach to digitizing pension services. This initiative aims to establish a more robust and accessible system for managing pension entitlements, reflecting a broader policy rationale towards modernizing public services and ensuring timely and secure pension disbursements.
