The Cabinet Committee on Economic Affairs (CCEA) has approved implementation of an Intelligent Traffic Management System (ITMS) in Delhi by the Delhi Police at an estimated cost of ₹1,789.52 crore, inclusive of taxes.

As per the Official Press release, the project will cover 42 identified traffic corridors and will be implemented in three phases over 24 months, followed by five years of operation and maintenance.

AI-Enabled Traffic Management System

The ITMS will use real-time traffic data, adaptive traffic signals, automated enforcement and integrated command-and-control systems for managing Delhi's existing road network.

Delhi has around 71 lakh active registered vehicles. The project is intended to enable traffic management to respond to prevailing road conditions instead of relying primarily on fixed signal timings and manual intervention.

Adaptive Traffic Signals

The project will include Adaptive Traffic Control Systems that dynamically adjust signal timings according to traffic conditions and coordinate signals along identified corridors.

The system will cover 1,092 Adaptive Traffic Control System locations.

Priority Movement for Emergency Vehicles

The AI Traffic Management System of Delhi will facilitate green corridors and priority movement for ambulances and other emergency vehicles. The system is also intended to enable real-time detection of congestion, slow-moving traffic and road incidents, allowing Delhi Police to respond through diversions and other operational measures.

Real-Time Traffic Information for Commuters

The project will provide traffic-related information through Variable Message Sign boards and digital platforms.

The information will include:

  • Traffic congestion and conditions;
  • Diversions; and
  • Parking availability.

According to the press release, information may also be shared with navigation service providers to assist commuters in making travel choices.

Technology-Based Enforcement

The ITMS will strengthen automated detection of several traffic violations, including:

  • Red-light and stop-line violations;
  • Speeding;
  • Wrong-way driving;
  • Non-use of helmets and seat belts;
  • Illegal parking; and
  • Use of mobile phones while driving.

AI-based analytics will also assist in identifying stolen, hot-listed and blacklisted vehicles, repeat violators and vehicles connected with hit-and-run incidents.

Integrated Traffic Command and Control

Traffic regulation, enforcement and information dissemination will be integrated through Traffic Command and Control Centres. These centres will be supported by secure Data Centre and Disaster Recovery infrastructure. The system will follow open standards and APIs to enable future integration and scalability.

Implementation and Monitoring

The AI Traffic Management project will be implemented by the Delhi Police through a Master System Integrator, to be selected through competitive bidding.  The Centre for Development of Advanced Computing (C-DAC) will provide technical support as Project Management Consultant. Its role will include technical scrutiny, monitoring, validation and acceptance during implementation and the subsequent operation and maintenance period.  Implementation will be performance-driven, with each phase to be taken up after evaluation of the preceding phase against prescribed testing, commissioning, acceptance and performance parameters.

Project Coverage

The ITMS is part of efforts concerning traffic management, transport infrastructure and urban mobility in Delhi. The project will focus on using real-time traffic information and technology-based systems to manage the existing road network.

The project is scheduled to be implemented in three phases over 24 months, followed by five years of operation and maintenance.
