Central Government Amends Indian Police Service (Pay) Rules, 2016, Specifying Pay Scales for Various States and Union Territories

The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, issued a notification on January 3, 2025, introducing the Indian Police Service (Pay) Amendment Rules, 2025. These rules, published in the Official Gazette as G.S.R. 9 (E), came into force on the date of their publication. The Central Government, exercising powers conferred by sub-section (1) of Section 3 of the All India Services Act, 1951, and in consultation with the Government of AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territories), enacted these amendments to the Indian Police Service (Pay) Rules, 2016. The primary effect of this legislative instrument is the substitution of the consolidated "AGMUT" entry in Schedule II of the principal rules with detailed, specific entries for individual states and Union Territories, outlining the posts and their corresponding pay levels within the Indian Police Service.

The amendment specifically revises Schedule II, Part A, which pertains to posts carrying pay above the senior scale of pay, and Schedule II, Part B, which lists posts carrying pay in the Senior Scale of the Indian Police Service under State Governments. For Part A, the previous "AGMUT" entry has been replaced with distinct tables for Arunachal Pradesh, Goa, Mizoram, Andaman & Nicobar Administration, Chandigarh Administration, Dadra & Nagar Haveli, Daman & Diu, Delhi, Lakshadweep, Puducherry, Jammu and Kashmir, and Ladakh. These tables meticulously detail various senior positions such as Director General of Police (Level 16 or 17 in the Pay Matrix), Additional Director General of Police (Level 15), Inspector General of Police (Level 14), and Deputy Inspector General of Police (Level 13A), along with their specific designations within each region. Similarly, for Part B, the amendment provides comprehensive lists of Superintendent of Police level posts for each of these states and Union Territories, replacing the general "AGMUT" entry. The legislation provided: “IN EXERCISE OF THE POWERS CONFERRED BY SUB-SECTION (1) OF SECTION 3 OF THE ALL INDIA SERVICES ACT, 1951 (61 OF 1951), THE CENTRAL GOVERNMENT, IN CONSULTATION WITH THE GOVERNMENT OF AGMUT HEREBY MAKES THE FOLLOWING RULES FURTHER TO AMEND THE INDIAN POLICE SERVICE (PAY) RULES, 2016, NAMELY:—” This ensures a clear and updated framework for the remuneration of IPS officers across these diverse administrative units.

The legislative intent behind these amendments is to refine and particularize the pay structure for Indian Police Service officers, moving away from a generalized grouping to a more granular, region-specific enumeration of posts and their associated pay levels. The earlier legal position, as established by the Indian Police Service (Pay) Rules, 2016, included a broad "AGMUT" category in its schedules, which encompassed several states and Union Territories. This amendment addresses the statutory gap by disaggregating this entry, thereby providing greater clarity and administrative precision regarding the hierarchy and remuneration for IPS officers in Arunachal Pradesh, Goa, Mizoram, and the various Union Territories. By detailing specific posts like "Superintendent of Police, Tirap" in Arunachal Pradesh, "Deputy Commissioner of Police-I/North Distt." in Delhi, or "Director General of Police" in Jammu and Kashmir, the rules ensure that the pay matrix (a system for determining pay levels based on recommendations like the 7th Pay Commission) is applied with exactitude to the unique organizational structures of each region. This revision aims to reflect current administrative realities and ensure uniformity in the application of pay scales while acknowledging the distinct roles and responsibilities within each jurisdiction. The amendments introduce no new rights or obligations beyond the clarification of pay scales for existing posts and do not repeal any prior enactments other than the specific substitution of the "AGMUT" entry in the schedules.
