Central Government Amends Indian Police Service Pay Rules for Bihar Cadre

The Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) recently issued a Notification, G.S.R. 328(E), on May 21, 2025, introducing the Indian Police Service (Pay) Third Amendment Rules, 2025. This delegated legislation was enacted by the Central Government, in consultation with the Government of Bihar, under the authority granted by sub-section (1) of Section 3 of the All India Services Act, 1951. The amendment specifically modifies the Indian Police Service (Pay) Rules, 2016, by revising the pay structure for various posts within the Indian Police Service cadre in the State of Bihar. These new rules came into force immediately upon their publication in the Official Gazette on May 21, 2025.

The primary change introduced by these rules involves the substitution of existing entries in Schedule II of the 2016 Pay Rules, which pertains to posts carrying pay above the senior scale and posts carrying pay in the senior scale of the Indian Police Service under State Governments. For Bihar, the notification details a comprehensive update to the designations and corresponding pay levels for a wide array of senior police positions. Part A of Schedule II, which covers posts above the senior scale, now specifies new pay levels in the Pay Matrix (a system for determining salaries based on rank and experience) for roles such as Director General of Police-cum-HoPF (Head of Police Force) at Level 17, Director General-Cum-Commandant General and Director General of Police-Training at Level 16, and numerous Additional Director General of Police positions (e.g., Headquarters, CID, Special Branch, Law & Order) at Level 15. Inspector General of Police roles across various departments and ranges (e.g., Central Range, Cyber Crime & Security, Headquarters, Economic Offences Unit) are now designated at Level 14. Deputy Inspector General of Police positions (e.g., Law & Order, Shahabad Range, Traffic, CID, Operations) are assigned Level 13A in the Pay Matrix. Furthermore, Part B of Schedule II, addressing posts carrying pay in the senior scale, has been updated with a detailed list of Superintendent of Police and Commandant positions across districts and specialized units within Bihar, including Senior Superintendents of Police for major cities like Patna, Gaya, and Muzaffarpur, and various Commandants of the Bihar Special Armed Police (BSAP). The legislation provided: “In the Indian Police Service (Pay) Rules, 2016, in schedule II— (a) In Part A relating to posts carrying pay above the senior scale of pay of the Indian Police Service under the State Governments, in the table, for the entry "Bihar" occurring in the first column and corresponding entries in the second column, the following shall be substituted namely:...”

The legislative intent behind these amendments is to rationalize and update the pay scales and designations for Indian Police Service officers serving in Bihar, ensuring that the remuneration structure aligns with current administrative requirements and cadre management principles. This revision addresses the need to periodically adjust the pay and hierarchy of All India Services officers to reflect changes in responsibilities, organizational structures, and overall government pay policies. By substituting the entries in the Schedule, the rules aim to resolve any ambiguities or outdated provisions in the earlier legal framework concerning the pay and specific posts for IPS officers in Bihar.
