Central Government Amends Indian Police Service (Pay) Rules for Telangana Cadre

The Central Government, through a notification issued by the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), introduced the Indian Police Service (Pay) Sixth Amendment Rules, 2025. This legislative instrument, published in the Gazette of India as G.S.R. 332 (E) on May 21, 2025, came into force on the date of its publication. The amendment was enacted in exercise of the powers conferred by sub-section (1) of Section 3 of the All India Services Act, 1951, following consultation with the Government of Telangana. The primary effect of these rules is the substitution of existing entries in Schedule II of the Indian Police Service (Pay) Rules, 2016, specifically concerning posts within the State of Telangana. This revision impacts Indian Police Service officers serving in various capacities across the state, updating the designated posts and their corresponding pay levels.

The amendment specifically modifies Part A of Schedule II, which pertains to posts carrying pay above the senior scale of pay of the Indian Police Service under State Governments. For the entry "Telangana," the previous list of posts and their associated pay matrix levels was entirely replaced. This includes senior positions such as Director General of Police (Head of Police Force) at Level 17, Director General, ACB at Level 16, and various Additional Directors General of Police and Commissioners of Police at Level 15 and Level 14, down to Deputy Inspectors General of Police at Level 13A. Similarly, Part B of Schedule II, which lists posts carrying pay in the senior scale of the Indian Police Service under State Governments, including those with special allowances, also saw a complete substitution of its entries for Telangana. This part enumerates various Superintendent of Police and Deputy Commissioner of Police roles across districts and specialized units within the state. The legislation provided: “...In the Indian Police Service (Pay) Rules, 2016, in schedule II– (a) In Part A relating to posts carrying pay above the senior scale of pay of the Indian Police Service under the State Governments, in the table, for the entry "Telangana" occurring in the first column and corresponding entries in the second column, the following shall be substituted namely:...”

The legislative intent behind these amendments is to update and rationalize the pay structure and designation mapping for Indian Police Service officers within the State of Telangana. The earlier legal position, as outlined in the Indian Police Service (Pay) Rules, 2016, contained a previous set of posts and pay scales for the state. The current changes address statutory gaps and limitations that may have arisen due to administrative reorganizations, creation of new police units, or changes in the hierarchy and responsibilities of IPS officers within Telangana. By substituting the entries in Schedule II, the Central Government aims to ensure that the pay and designations of IPS officers in Telangana are aligned with the current administrative realities and operational requirements of the state police force. This ensures clarity in the compensation framework and reflects the evolving structure of police administration. The rules directly amend the Indian Police Service (Pay) Rules, 2016, by replacing specific sections of its Schedule II, thereby updating the legal framework governing the pay of these officers.
