Central Government Amends Legal Metrology Rules to Redefine National Measurement Standards

The Ministry of Consumer Affairs, Food and Public Distribution, through its Department of Consumer Affairs, issued a notification on July 5, 2019, introducing the Legal Metrology (National Standards) (Amendment) Rules, 2019. These rules, which came into force upon their publication in the Official Gazette on the same date, amend the existing Legal Metrology (National Standards) Rules, 2011. The Central Government exercised its powers under sub-section (1) read with clause (a) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (an Act establishing and enforcing standards of weights and measures), to enact these changes. The primary objective of these amendments is to update and redefine the fundamental base units of measurement, aligning India's national standards with contemporary international scientific consensus.

The core of the amendment involves the substitution of rules 4 through 10 of the principal rules. These substituted rules establish new definitions for the seven base units of the International System of Units (SI). Specifically, the metre, the base unit of length, is now defined by taking the fixed numerical value of the speed of light in vacuum, denoted as 'c', to be 299792458 when expressed in the unit ms-1. The kilogram, the base unit of mass, is redefined based on the fixed numerical value of the Planck constant 'h' to be 6.62607015 times 10-34 when expressed in the unit J s. Similarly, the second, the base unit of time, is now defined by the fixed numerical value of the caesium frequency triangle vrm cs, the unperturbed ground-state hyperfine transition frequency of the caesium-133 atom, to be 9192631770 when expressed in the unit Hz. The ampere, the base unit of electric current, is linked to the fixed numerical value of the elementary charge 'e' to be 1.602176634 times 10-19 when expressed in the unit rm C. The kelvin, representing thermodynamic temperature, is defined using the fixed numerical value of the Boltzmann constant 'k' to be 1.380649 times 10-23 when expressed in the unit JK-1. The candela, the base unit of luminous intensity, is based on the fixed numerical value of the luminous efficacy of monochromatic radiation of frequency 54010 Hz, Kcd, to be 683 when expressed in the unit lm W. Finally, the mole, the base unit of amount of substance, is defined by the fixed numerical value of the Avogadro constant, NA, to be exactly 6.02214076 times 1023 elementary entities. The legislation provided: “In exercise of the powers conferred by sub-section (1) read with clause (a), of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1 of 2010), the Central Government hereby makes the following rules to amend the Legal Metrology (National Standards) Rules, 2011, namely:”

The legislative intent behind these amendments is to ensure that India's national measurement standards are robust, universally consistent, and based on fundamental physical constants rather than physical artefacts or specific experimental conditions. This shift addresses the limitations of the earlier legal position, where some base units, such as the kilogram, were defined by physical prototypes, which could be subject to drift or damage over time. By redefining these units in terms of invariant constants of nature, the rules aim to enhance the long-term stability, accuracy, and reproducibility of measurements across all scientific, industrial, and commercial applications. For instance, the redefinition of the kilogram from a physical artefact to the Planck constant provides a more stable and universally accessible standard, crucial for high-precision manufacturing, scientific research, and international trade. The rules also clarify the use of the Kelvin for expressing temperature intervals and specify that zero degree Celsius corresponds to 273.15 Kelvin, ensuring consistency in temperature measurements. These amendments do not introduce entirely new rights or obligations but rather refine the foundational definitions upon which all metrological practices and regulations are built, thereby impacting all entities involved in measurement, calibration, and trade. The previous Legal Metrology (National Standards) Rules, 2011, which were published on January 31, 2011, are now updated through these substitutions, reflecting a global move towards a more fundamental and interconnected system of units.
