Central Government Appoints Competent Authority for Land Acquisition on National Highway 32 in Tamil Nadu

The Ministry of Road Transport and Highways issued a statutory notification on November 17, 2025, to facilitate the development of National Highway 32 in the State of Tamil Nadu. Through the notification registered as S.O. 5219(E), the Central Government exercised its statutory powers to designate specific administrative officers as competent authorities for land acquisition proceedings. This measure was taken to streamline the building, maintenance, management, and operation of a critical stretch of the highway, specifically focusing on widening and four laning activities. The notification came into force immediately upon its publication in the Official Gazette. 

The authorization specifically pertains to a stretch of land spanning from Km. 54.75 to Km. 58.05 on National Highway 32. Under the schedule annexed to the notification, the Special District Revenue Officer (SDRO) for Land Acquisition of National Highways in Kancheepuram was appointed as the Competent Authority for Land Acquisition (CALA). The geographical scope of this appointment is limited to the Sirupinayur village located within the Uthiramerur Taluk of the Kancheepuram District. By empowering this specific officer, the government has localized the administrative machinery required to handle the legal and procedural complexities of acquiring land for public infrastructure. 

The legislation provided: “In exercise of powers conferred by clause (a) of section 3 of the National Highways Act, 1956 (48 of 1956), the Central Government hereby authorizes the officers mentioned in column (2) of the Schedule annexed here to as the competent authorities to perform the functions of such authorities under the said Act” 

The policy rationale behind this notification is rooted in the National Highways Act, 1956, which serves as the primary statutory framework for the declaration and development of national highways in India. Section 3(a) of the Act defines a "competent authority" as any person or authority authorized by the Central Government to perform the functions of a competent authority for such area as may be specified. This legal necessity arises because land acquisition for national highways requires a dedicated official to oversee the verification of land titles, the hearing of objections, and the determination of compensation amounts. 

Prior to this notification, the specific administrative jurisdiction for this stretch of NH32 required formal designation to prevent statutory gaps in the enforcement of the Act. By appointing the SDRO of Kancheepuram, the government has ensured that there is a clear enforcement mechanism for the planned four laning project. This appointment allows the designated officer to exercise quasi judicial functions, such as hearing the grievances of affected landowners and ensuring that the acquisition process adheres to the timelines prescribed under the law. The move is intended to accelerate the infrastructure development in Tamil Nadu by providing a clear legal pathway for the National Highways Authority of India (NHAI) to proceed with the management and operation of the specified highway segment.
