Central Government Authorizes Competent Authorities for Telangana Railway Over Bridge Projects

The Ministry of Railways issued a significant notification, S.O. 5534(E), on November 28, 2025, which was subsequently published in the Official Gazette on December 1, 2025. This notification, originating from Secunderabad, formally designated specific Revenue Divisional Officers as Competent Authorities for three distinct Special Railway Projects in Telangana. The instrument, a notification, was issued by the Central Government in exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989. Its primary purpose was to authorize these officers to perform the functions of a Competent Authority for the execution, maintenance, management, and operation of these crucial infrastructure projects.

The notification detailed three proposed Road Over Bridge (ROB) projects, each intended to replace an existing Level Crossing Gate, thereby enhancing safety and efficiency on the railway network. The first project involves a Road Over Bridge in lieu of Level Crossing Gate No. 40 at KM 291/14-16, situated between Peddapalli and Raghavapuram Stations in the Peddapalli district of Telangana. For this project, the Revenue Divisional Officer, Peddapalli, was designated as the Competent Authority. The second project concerns a Road Over Bridge replacing Level Crossing Gate No. 46 at KM 282/8-10, located between Raghavapuram and Ramagundam Stations in the Palakurthy Mandal of Peddapalli district, with the Revenue Divisional Officer, Peddapalli, again authorized to act as the Competent Authority. Finally, the third project outlines a Road Over Bridge in place of Level Crossing Gate No. 49 at KM 275/46-48, also between Raghavapuram and Ramagundam Stations, but in the Anthergaon Mandal of Peddapalli district, for which the Revenue Divisional Officer, Peddapalli, received the same authorization. The notification specified that these authorizations came into effect from the date of its publication in the Official Gazette.

The legislative intent behind this notification was to streamline the implementation of vital railway infrastructure projects by clearly identifying the authorities responsible for their oversight. The policy rationale centered on facilitating the smooth progress of these special railway projects, which are crucial for modernizing the railway system and improving public safety. The legislation provided: “In exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, the Central Government hereby authorizes the officer mentioned in the column(6) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This designation ensures that the designated officers are legally empowered to handle all aspects related to the project, from initial execution to ongoing maintenance and operation, within their specified jurisdictions.
