Central Government Declares 2027 as Year for Next Population Census

The Government of Mizoram, General Administration Department, recently issued Notification No. P-11014/1/2025-ESTT-GAD on July 7, 2025, to re-publish for public information a significant notification from the Central Government. This re-publication pertains to Notification S.O. 2681(E), dated June 16, 2025, which was issued by the Ministry of Home Affairs (Office of Registrar General, India). The Central Government notification, exercising powers conferred by section 3 of the Census Act, 1948 (an Act providing for the taking of a census of population), formally declared that the next census of the population of India would be conducted during the year 2027. This declaration came into effect upon its publication in the Gazette of India, Extraordinary, on June 16, 2025. The Mizoram notification, in turn, made this information accessible within the state, coming into force upon its own issuance. The legislation provided: “the Central Government hereby declares that a census of the population of India shall be taken during the year 2027.”
The Central Government's notification further specified the reference dates for this extensive demographic exercise. For most parts of the country, the reference date for the census is set as 00:00 hours on the 1st day of March, 2027. However, a distinct reference date has been established for specific regions due to their unique geographical and climatic conditions. For the Union territory of Ladakh, and the snow-bound non-synchronous areas within the Union territory of Jammu and Kashmir, as well as the States of Himachal Pradesh and Uttarakhand, the reference date for the census will be 00:00 hours on the 1st day of October, 2026. This differentiation acknowledges the operational challenges associated with conducting census activities in such terrains during winter months.
This latest notification from the Ministry of Home Affairs supersedes a previous notification, S.O. 1455(E), which was dated March 26, 2019, and published on March 28, 2019. The supersession indicates an updated timeline and framework for the upcoming census, ensuring that the statutory provisions align with current planning and logistical considerations. The primary objective of this legislative action is to fulfill the constitutional and statutory mandate of conducting a decennial census, which is crucial for accurate demographic data collection, policy formulation, and resource allocation across various sectors. The Census Act, 1948, provides the legal foundation for the conduct of the census, empowering the Central Government to declare the year and modalities for this exercise. The detailed provisions regarding reference dates aim to ensure comprehensive coverage and accuracy, taking into account regional specificities. The census operation involves a vast network of government functionaries and enumerators, impacting every household and individual in the country by collecting vital statistics on population, housing, economic activity, literacy, and other socio-cultural characteristics.
