Central Government Declares Census of India to Commence in 2027

The Central Government, through a Notification, S.O. 2681(E), issued by the Ministry of Home Affairs (Office of the Registrar General, India) on June 16, 2025, formally declared that a census of the population of India shall be undertaken during the year 2027. This significant declaration, published by authority, was made in exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948). The notification also superseded a previous declaration, S.O. 1455(E), dated March 26, 2019, which had been published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated March 28, 2019, with the caveat that actions taken or omitted under the prior notification remain unaffected. The State Government of Mizoram subsequently re-published this Central Government notification on July 7, 2025, under Notification No. P-11014/1/2025-ESTT-GAD, in pursuance of rule 8(i) of the Census Rules, 1990, for public information. The primary Central notification came into force upon its publication in the Official Gazette.

The notification specifies the reference date for the upcoming census, which is a crucial point in time to which all census data relates. For the majority of the country, the reference date for the census will be 00:00 hours of the 1st day of March, 2027. However, recognizing the unique geographical and climatic challenges, a different reference date has been set for certain regions. In respect of the Union territory of Ladakh and the snow-bound non-synchronous areas (regions where census operations may be conducted at different times due to weather conditions) of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026. This comprehensive exercise will impact every individual residing in India, as well as various government departments and institutions that rely on demographic data for planning and policy formulation.
