Central Government Designates Competent Authorities for Bhusaval-Badnera-Wardha Railway Project

The Ministry of Railways, Central Railway, issued a significant notification on August 11, 2025, which was subsequently published in the Official Gazette on August 14, 2025. This notification, identified as S.O. 3753(E), formally authorized specific officers to act as Competent Authorities for the special railway project concerning the Bhusaval-Badnera-Wardha 3rd and 4th Line, spanning 313 kilometers. The issuance of this instrument was undertaken by the Central Government in exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 (24 of 1989), a provision introduced by the Railway (Amendment) Act, 2008. The primary purpose of this notification is to ensure the efficient execution, maintenance, management, and operation of this crucial railway infrastructure project. The designated officers, specifically the Sub-Divisional Officers for Malkapur (covering Malkapur and Nandura talukas) and Khamgaon (covering Shegaon taluka), are now empowered to perform the functions of a Competent Authority under the Railways Act, 1989, within their respective jurisdictions in Buldhana District. This authorization came into force immediately upon the notification's publication in the Official Gazette.

The legislation provided: “In exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 (24 of 1989), the Central Government hereby authorize the officer mentioned in column (2) of the table below as Competent Authority to perform the functions as such authority under the said Act with effect from the date of publication of this notification in the Official Gazette in respect of the special railway project Bhusaval-Badnera-Wardha 3rd 4th Line (313 Kms) in Buldhana District mentioned in Column of the said table for the public purpose of execution maintenance, Management and operation of such special Railway Project.” This delegation ensures that the necessary legal and administrative functions, which might otherwise require higher-level intervention, can be handled effectively at the local level, thereby accelerating the project's progress and ensuring its timely completion for public benefit.
