Central Government Designates Competent Authorities for Manikpur-Iradatganj Railway Project

The Ministry of Railways, North Central Railway (Construction Department), issued a Notification on January 28, 2025, formally designating competent authorities for the Manikpur-Iradatganj 3rd Line Project in Uttar Pradesh. This instrument, identified as S.O. 594(E), was published in the Official Gazette on February 3, 2025, and came into force on that date. The notification was issued in exercise of the powers conferred by clause (7A) of section 2 of the Railways Act, 1989 (24 of 1989), and the Railway Amendment Act, 2008 (11 of 2008). It specifically authorizes officers to perform the functions of a competent authority under the said Acts for the public purpose of execution, maintenance, management, and operation of this Special Railway Project. The notification identifies the Special Land Acquisition Officer (Joint Organisation)/Prayagraj as the competent authority for the Prayagraj district, which is relevant to the project. This directive ensures that designated officials are empowered to carry out necessary functions related to the railway expansion.

The legislation provided: “...the Central Government hereby authorizes the officers mentioned in column (2) of the table below as competent authority to perform the functions of such authority under the said Act with effect from the date of publication of this notification in the official Gazette in respect of the Special Railway Project of Manikpur-Iradatganj 3rd Line Project in the state of Uttar Pradesh relating to district mentioned in column (3) of the said table for the public purpose of execution, maintenance, management and operation of such Special Railway Projects.” This measure ensures that the project, which involves the construction of a third railway line, benefits from clear lines of authority and responsibility, thereby contributing to the broader policy rationale of enhancing India's railway network and improving connectivity.
