Central Government Designates Competent Authority for Andhra Pradesh Rail Over Rail Project

The Ministry of Railways (South Central Railway) issued a significant notification, S.O. 4622(E), on October 6, 2025, formally designating a Competent Authority for a specific Special Railway Project. This notification, published in the Official Gazette on October 9, 2025, came into force immediately upon its publication. The Central Government exercised powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, to authorize an officer to oversee the execution, maintenance, management, and operation of a critical railway infrastructure development. The designated project is a Rail over Rail (RoR) line, a type of railway infrastructure where one track crosses over another, located near Nidadavolu Junction, spanning approximately 9.75 kilometers between Kaldhari and Nidadavolu stations in Andhra Pradesh. Specifically, the Revenue Divisional Officer, Kovvur, was appointed as the Competent Authority for this project, which falls within the East Godavari district of Andhra Pradesh. The legislation provided: “the Central Government hereby authorizes the officer mentioned in the column(5) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This authorization is crucial for streamlining the administrative and operational aspects of the railway line.

The primary aim of this notification is to ensure the efficient and effective implementation and ongoing management of the specified railway project. By formally designating a Competent Authority, the Central Government addresses the need for a clear chain of command and accountability in the execution, maintenance, management, and operation of such specialized infrastructure projects. The Railways Act, 1989, provides the overarching statutory framework for railway administration in India, and Clause (7A) of Section 2 specifically allows for the appointment of such authorities to facilitate project-specific requirements.
