Central Government Designates Competent Authority for Andhra Pradesh Railway Project

The Ministry of Railways, through the South Central Railway, issued Notification S.O. 5533(E) on December 1, 2025, which was published in the Gazette of India on the same date, thereby coming into force immediately. This notification formally authorized a specific officer to act as the Competent Authority for a crucial railway infrastructure project in Andhra Pradesh. The issuance of this notification stemmed from the necessity to streamline the execution, maintenance, management, and operation of a designated Special Railway Project, ensuring its timely and efficient implementation.

The notification, exercising powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, specifically designated the Sub-Collector, Gudur, as the Competent Authority for the Tirupati district in Andhra Pradesh. This authorization pertains to the "Up-gradation work of Electric Traction System from 1x25kV to 2x25KV to meet 3000 MT loading target Construction of Venkatagiri TSS in Gudur -Tirupati section." The designated authority is tasked with performing all necessary functions related to this project within the specified geographical area. The legislation provided: “In exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, the Central Government hereby authorizes the officer mentioned in the column(5) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.”

The legislative intent behind this notification is to facilitate the smooth and expedited execution of vital railway infrastructure projects by clearly assigning responsibilities to a designated Competent Authority. This measure addresses potential administrative bottlenecks that can arise in large-scale public works, particularly those involving complex technical upgrades and construction. The earlier legal framework under the Railways Act, 1989, provided for the concept of a Competent Authority, and this notification operationalizes that provision for a specific project. By empowering a local administrative head, such as the Sub-Collector, with the authority to oversee the project's various facets, the government aims to ensure efficient coordination and resolution of issues related to land acquisition, clearances, and operational management. This move is consistent with the broader policy rationale of enhancing India's railway network capacity and efficiency, particularly in meeting increased freight loading targets, which necessitates robust and upgraded electric traction systems.
