The Ministry of Railways (South Central Railway) issued Notification S.O. 5473(E) on November 26, 2025, formally designating a Competent Authority for a significant railway infrastructure project. This notification, published in the Official Gazette on November 28, 2025, came into force immediately upon its publication. The instrument was issued to facilitate the efficient execution, maintenance, management, and operation of the "Up-gradation work of Electric Traction System from 1x25kV to 2x25KV to meet 3000 MT loading target - Construction of Bapatla TSS in Vijayawada-Ongole section" project. This specific project is located in the Bapatla district of Andhra Pradesh. The notification explicitly authorizes the Revenue Divisional Officer, Bapatla, to perform the functions of the Competent Authority for this Special Railway Project. This designation is crucial for streamlining administrative processes and ensuring timely progress of the project, which involves critical upgrades to the electric traction system to enhance loading capacity.

The legislative intent behind this notification is to provide a clear and empowered authority for the specified railway project, thereby ensuring its smooth implementation. The Central Government, exercising powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, sought to address potential administrative ambiguities and operational challenges that can arise in large-scale infrastructure developments. The earlier statutory framework, the Railways Act, 1989, provides the legal basis for such designations, allowing the Central Government to appoint a Competent Authority (an official empowered to make decisions and take actions under a specific law) for special railway projects. This notification fills the practical gap by assigning a specific individual to this role for the Bapatla project, ensuring accountability and facilitating decision-making processes, particularly concerning land acquisition and project management. The legislation provided: “In exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, the Central Government hereby authorizes the officer mentioned in the column(5) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This designation is expected to expedite the project's progress by centralizing authority and responsibility, which is vital for complex engineering works like the up-gradation of electric traction systems. The notification does not introduce new rights or obligations beyond those inherent in the role of a Competent Authority under the Railways Act, but rather operationalizes an existing statutory provision for a specific project.
