Central Government Designates Competent Authority for Gooty Rail Over Rail Project

The Ministry of Railways, through a Notification issued on April 2, 2025, and published in the Official Gazette on April 3, 2025, formally designated a Competent Authority for the Rail Over Rail Double Line Flyover project at Gooty. This instrument, identified as S.O. 1574(E), was issued by the Central Government in exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989. The notification specifically authorizes the Revenue Divisional Officer, Guntakal, to perform the functions of the Competent Authority for the aforementioned Special Railway Project, which spans 12 kilometers in Andhra Pradesh, within the Ananthapuramu district. The designated officer is now empowered to oversee the execution, maintenance, management, and operation of this critical infrastructure project. The authorization came into effect from the date of its publication in the Official Gazette.

The legislative intent behind this notification is to streamline the administrative and operational processes for significant railway infrastructure developments. By formally designating a Competent Authority, the Central Government aims to ensure efficient and effective management of special railway projects, which are vital for enhancing connectivity and capacity within the national rail network. The Railways Act, 1989, provides the statutory framework for such designations, allowing the government to empower specific officers to handle the multifaceted responsibilities associated with large-scale railway undertakings. This particular designation addresses the need for a clear and singular authority to manage the Gooty flyover project, thereby preventing potential delays or jurisdictional ambiguities that could arise in the absence of such a clear mandate. The legislation provided: “...the Central Government hereby authorizes the officer mentioned in the column(5) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This action ensures that the project, which involves the construction of a double-line flyover, has a dedicated administrative head responsible for its successful implementation and ongoing operation. The notification does not introduce new rights or obligations beyond those inherent in the designation of a Competent Authority under the existing Railways Act, but rather operationalizes an existing statutory provision to facilitate a specific project.
