Central Government Designates Competent Authority for Igatpuri-Pachora Railway Traction Upgrade

The Ministry of Railways (Central Railway) issued a notification on November 28, 2025, published in The Gazette of India as S.O. 5544(E) on December 2, 2025, to designate a Competent Authority for a significant railway infrastructure project. This notification, which came into force upon its publication in the Official Gazette, was issued in exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 (24 of 1989), as amended by the Railway (Amendment) Act, 2008 (No. 11 of 2008). The primary purpose of this delegated legislation is to facilitate the execution, maintenance, management, and operation of a special railway project by formally authorizing an officer to perform specific functions related to it. The designated officer is the Sub-Divisional Officer, Chalisgaon Division, Chalisgaon, who will act as the Competent Authority for land acquisition in the Khadki village of Chalisgaon Taluka, located within the Jalgaon District of Maharashtra State.

The legislative intent behind this notification is to ensure the smooth and efficient implementation of critical railway infrastructure development. The policy rationale centers on empowering local administrative bodies with the necessary authority to expedite projects deemed to be for a public purpose. The notification addresses the practical requirement of having a clearly defined Competent Authority for land acquisition, which is essential for large-scale public works. The special railway project in question involves the upgradation work of the Electric Traction System from 1 x 25 KV to 2 x 25 KV Traction system for the Igatpuri-Pachora Section, spanning 235 RKM (Route Kilometers) and 588 TKM (Track Kilometers). This upgrade is specifically aimed at meeting a 3000 MT (Metric Tonne) loading target, indicating a strategic move to enhance the capacity and efficiency of freight movement along this vital section. The legislation provided: “...the Central Government hereby authorize the officer mentioned in column (2) of the table below as Competent Authority to perform the functions as such authority under the said Act with effect from the date of publication of this notification in the Official Gazette in respect of the special railway project Central Railway-Upgradation work of Electric Traction System form 1 x 25 KV to 2 x 25 KV Traction system for Igatpuri-Pachora Section (235 RKM/588TKM) to meet 3000 MT loading target in Jalgaon District of Maharashtra State... for the public purpose of execution maintenance, Management and operation of such special Railway Project.” This authorization streamlines the process for acquiring land, a common prerequisite for such extensive infrastructure projects, by clearly identifying the responsible authority. The notification does not introduce new rights or obligations beyond those necessary for the designated officer to perform their functions under the existing Railways Act, 1989, as amended. It serves as an operational directive to implement the provisions of the parent Act for a specific project, ensuring that the necessary administrative machinery is in place for its successful completion.
