The Ministry of Railways (South Central Railway) issued Notification S.O. 5524(E) on November 28, 2025, which was subsequently published in the Official Gazette on December 1, 2025. This notification, exercising powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, formally authorized a specific officer to act as the Competent Authority for a significant railway infrastructure project. The designated officer is the Revenue Divisional Officer, Mahabubabad, who will oversee the proposed Road Over Bridge (a bridge carrying a road over a railway line) intended to replace the existing Level Crossing Gate No. 80 at KM 436/11-13 within the Mahabubabad yard. This project is situated in the Mahabubabad district of Telangana, and the appointed authority's functions encompass the execution, maintenance, management, and operation of this special railway project. The authorization came into effect upon the notification's publication in the Official Gazette.

The legislative intent behind such notifications is to streamline the implementation and oversight of critical railway infrastructure developments. By designating a Competent Authority (an officer empowered to make decisions and take actions for a specific purpose under a statute), the Central Government aims to ensure efficient project delivery and accountability. The Railways Act, 1989, provides the statutory framework for the Central Government to appoint such authorities for special railway projects, thereby facilitating the modernization and expansion of the national railway network. The policy rationale underscores the necessity of having a dedicated and empowered local official to manage the complexities associated with large-scale construction and operational projects. The legislation provided: “In exercise of the powers conferred by Clause (7A) of Section 2 of the Railways Act, 1989, the Central Government hereby authorizes the officer mentioned in the column(6) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the State mentioned in Column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This specific designation addresses the need for clear leadership and coordination, particularly in projects like Road Over Bridges, which are crucial for enhancing safety by eliminating at-grade crossings and improving traffic flow for both road users and railway operations. The appointment of a local Revenue Divisional Officer as the Competent Authority is intended to bridge any potential administrative gaps and ensure seamless interaction with local governance structures, thereby accelerating the project's progress and ensuring its long-term operational success.
