Central Government Designates Competent Authority for National Highway 544DD Development in Andhra Pradesh

The Ministry of Road Transport and Highways issued two Notifications, S.O. 2093(E) and S.O. 2094(E), on June 30, 2017, which were subsequently published in the Official Gazette on July 4, 2017. These notifications collectively appointed the Joint Collector, Ananthapuramu, as the competent authority to oversee specific functions under the National Highways Act, 1956 (Act 48 of 1956), for the development of National Highway No. 544DD in the State of Andhra Pradesh. The issuance of these notifications was necessitated to facilitate the building, including widening and four-laning, as well as the maintenance, management, and operation of the designated stretches of the national highway. The key provisions of these notifications empower a local administrative officer to execute the statutory responsibilities related to land acquisition and project implementation, directly affecting landowners and local communities within the specified areas of Ananthapuramu district. The authority came into force upon the publication of the notifications in the Official Gazette.

The legislation provided: “In exercise of the powers conferred by clause (a) of section 3 of National Highways Act, 1956, (48 of 1956), the Central Government hereby authorises the Joint Collector, Ananthapuramu as the competent authority to perform the functions of such authority under the said Act with effect from the date of publication of this notification in the Official Gazette, in respect of the stretch of land... for building (widening / four-laning, etc.) maintenance, management and operation in the State of Andhra Pradesh...” Notification S.O. 2093(E) specifically covered the stretch from Km. 55.700 to Km. 102.400, while S.O. 2094(E) addressed the contiguous stretch from Km. 0.000 to Km. 55.700 of National Highway No. 544DD. The schedules appended to each notification detailed the specific villages within Ananthapuramu district where land acquisition would be undertaken, including Chapiri, Hulikallu, Narasapuram, Narinjagundlapalli, Bhupasamudram, Veparala, Nagireddypalli, Avuladatla, Junjurampalli, Baginayakanahalli, Udegolam, Rayadurg, Mallapuram, Ananthapuramu (M), Papampeta, Kakkalapalle, Rachanapalle, Kurugunta, Kamaripalle, Sajjalakalva, Talupur, Madigubba, Atmakur, Goridindla, Padamatiyaleru, Manirevu, Muddinayanipalli, Golla, Palavai, Mudigallu, Kalyandurg, and Kalvapalli. This delegation of authority ensures that the necessary legal procedures for land acquisition and project execution can be carried out efficiently by a local official, thereby facilitating the timely completion of the highway development project.
