Central Government Designates Competent Authority for Pune-Miraj Railway Doubling Project

The Ministry of Railways (Central Railway) issued Notification S.O. 639(E) on January 29, 2025, which was subsequently published in the Official Gazette on February 7, 2025. This notification formally designated a Competent Authority for the special railway project involving the doubling of the Pune-Miraj railway line. The issuance of this notification serves to operationalize specific provisions of the Railways Act, 1989, by empowering a local official to oversee critical aspects of the infrastructure development. The designation came into force immediately upon its publication in the Official Gazette.
Under the terms of the notification, the Central Government authorized the Sub-Divisional Officer, Purandar, to act as the Competent Authority. This authority is specifically granted for the Pune-Miraj Doubling project within the Pune district of Maharashtra, focusing on the Purandar Tehsil and Pisurti village. The designated officer is tasked with performing functions as such authority under the Railways Act, 1989, for the public purpose of execution, maintenance, management, and operation of this special railway project. This measure aims to streamline the administrative processes required for large-scale railway infrastructure initiatives.
The legislative intent behind this notification is to facilitate the efficient and effective implementation of vital railway projects by clearly assigning responsibilities at the local level. The Railways Act, 1989 (Act 24 of 1989), specifically through clause (7A) of Section 2, provides the Central Government with the power to confer such authority. This mechanism addresses potential administrative gaps by ensuring that a designated official possesses the necessary legal powers to manage the various facets of a special railway project, from its initial execution to its ongoing operation. The legislation provided: “In exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 (24 of 1989), the Central Government hereby authorize the officer mentioned in column (2) of the table below as Competent Authority to perform the functions as such authority under the said Act with effect from the date of publication of this notification in the Official Gazette in respect of the special railway project Pune -Miraj Doubling District Pune in the state of Maharastra Mentioned in Column of the said table for the public purpose of execution maintenance, Managementand operation of such special Railway Project.” This designation ensures that the project benefits from focused oversight, thereby contributing to timely completion and effective management of the railway doubling work, which is crucial for enhancing connectivity and capacity in the region.
