Central Government Designates Competent Authority for Railway Land Acquisition in Telangana

The Ministry of Railways (South Central Railway) issued a significant notification, S.O. 1861(E), on April 23, 2025, which was subsequently published in the Official Gazette on April 25, 2025. This notification formally designated a Competent Authority for Land Acquisition concerning a specific railway infrastructure project in Telangana. The issuance of this notification stems from the Central Government's powers under the Railways Act, 1989, aiming to streamline the process of land acquisition for critical railway development.

The notification specifically authorizes the Revenue Divisional Officer, Jangaon, to perform the functions of the Competent Authority for Land Acquisition. This designation is for the "Construction of Road Over Bridge in lieu of Level Crossing No. 44 at Km. 289/08-10 between Raghunathpalli - Ippaguda Road stations" project. The project is located in the Jangaon District of Telangana and is intended for the execution, maintenance, management, and operation of this special railway undertaking. The legislation provided: “In exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 the Central Government hereby authorizes the officer mentioned in the column (5) of the Table below to perform the functions of the Competent Authority for Land Acquisition in respect of the Special Railway Project as mentioned in column (2) of the Table for execution, maintenance, management and operation in the state mentioned in column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” This authorization came into effect upon the notification's publication in the Official Gazette.

The primary objective behind this notification is to facilitate the efficient and lawful acquisition of land required for the designated railway project. By formally appointing a Competent Authority (an official empowered to acquire land for public purposes), the Central Government aims to prevent potential delays and legal ambiguities that can arise in large-scale infrastructure development.
