The Ministry of Railways (South Central Railway) issued a notification, S.O. 2901(E), from Secunderabad on July 22, 2024. This official communication, published in the Official Gazette, formally designates a specific Rail over Rail (RoR) line as a Special Railway Project. The notification was issued by the Central Government in exercise of the powers conferred by clause (37A) of Section 2 of the Railways Act, 1989. The designated project encompasses a 9.75 km RoR line situated near Nidadavolu Junction, specifically between Kaldhari and Nidadavolu stations. This declaration is made for the purpose of facilitating the acquisition of land in the State of Andhra Pradesh, within the District of East Godavari. The notification explicitly states that it came into force with effect from its date of publication in the Official Gazette.

The legislative intent behind this notification is to provide national infrastructure for a public purpose. By categorizing the RoR line as a Special Railway Project, the Central Government aims to streamline the necessary land acquisition processes required for its development. The Railways Act, 1989, particularly Section 2(37A), serves as the foundational statutory framework that enables the government to identify and execute such critical railway infrastructure projects. This designation introduces a specific obligation for land acquisition in the identified area, ensuring that the required land parcels can be secured efficiently for the expansion of the railway network. The legislation provided: “...the Central Government hereby notifies Rail over Rail (RoR) line near Nidadavolu Junction between Kaldhari and Nidadavolu stations (9.75 km) as a Special Railway Project for acquisition of land in the State of Andhra Pradesh in the District of East Godavari for providing National Infrastructure for a public purpose...” This policy rationale underscores the government's commitment to enhancing railway connectivity and capacity, which are considered vital components of national development and public service. The notification thus facilitates the commencement of procedures for acquiring land, which is a crucial step in the implementation of the railway project.
