Central Government Designates Road Over Bridge Construction as Special Railway Project

The Ministry of Railways (South Central Railway) issued Notification S.O. 4157(E) on September 10, 2024, which was subsequently published in the Official Gazette on September 23, 2024. This notification formally declared the construction of a Road Over Bridge (ROB) in lieu of Level Crossing No. 415, situated at Kilometer 605/9-11 between Anaparti and Bikkavolu Stations, as a Special Railway Project. The designation facilitates the acquisition of land necessary for the project within the East Godavari District of Andhra Pradesh. The measure came into force with effect from the date of its publication in the Official Gazette, enabling the Central Government to proceed with the land acquisition process for this critical infrastructure development.

The legislation provided: “...the Central Government hereby notifies Construction of Road Over Bridge in lieu of Level Crossing No.415 at Km. 605/9-11 between Anaparti - Bikkavolu Stations as a Special Railway Project for acquisition of land in the State of Andhra Pradesh in the District of East Godavari for providing National Infrastructure for a public purpose...” This action was taken in exercise of the powers conferred by clause (37A) of Section 2 of the Railways Act, 1989, which empowers the Central Government to identify and designate projects of strategic importance for railway development. The classification as a "Special Railway Project" is a statutory mechanism designed to streamline and expedite the land acquisition process, recognizing the project's contribution to national infrastructure.

The primary objective behind this notification is to enhance national infrastructure and serve a significant public purpose. The policy rationale underscores the government's commitment to improving railway safety and efficiency by eliminating level crossings, which are often points of congestion and potential hazards. By replacing Level Crossing No. 415 with a Road Over Bridge, the project aims to ensure uninterrupted flow of both rail and road traffic, thereby reducing accidents, minimizing delays, and improving overall transportation logistics in the region. This initiative addresses the long-standing issues associated with at-grade crossings, which include traffic bottlenecks and safety concerns for commuters and railway operations.
