The Ministry of Railways issued a significant notification, S.O. 3962(E), on August 26, 2025, which was subsequently published in the Official Gazette on August 29, 2025. This notification formally declared the doubling of the Sabarmati D cabin-Sarkhej Section, spanning 21 kilometers on the Bhavnagar Division of Western Railway, as a Special Railway Project. The Central Government, exercising powers granted under clause 37A of Section 2 of the Railways (Amendment) Act, 2008, issued this instrument to facilitate the acquisition of land necessary for the project. The notification came into force upon its publication in the Official Gazette on August 29, 2025.

The primary legal consequence of this notification is the designation of the specified railway section as a "Special Railway Project." This classification is crucial for the subsequent process of land acquisition (the process by which the government obtains private land for public use, usually with compensation) in the State of Gujarat, where the project is situated. The measure directly impacts landowners whose properties fall within the alignment of the 21-kilometer section, as their land becomes subject to acquisition for the public purpose of national infrastructure development. The Western Railway (Construction Organisation) is the implementing body, with the notification signed by Shashi Ranjan Prasad, Chief Project Manager/Construction-II.

The legislative intent behind this notification is to expedite and streamline the process of land acquisition for critical railway infrastructure. The Railways (Amendment) Act, 2008, provided the statutory framework, specifically clause 37A of Section 2, which empowers the Central Government to declare certain projects as "Special Railway Projects." This mechanism addresses potential delays and complexities often associated with land acquisition for large-scale public works. The policy rationale underscores the government's commitment to providing national infrastructure for a public purpose, recognizing the vital role of railway expansion in economic development and connectivity. The legislation provided: “...notifies Doubling of Sabarmati D cabin- Sarkhej Section (21 km) on Bhavnagar Division on Western Railway as a Special Railway Project for acquisition of land in the State of Gujarat, for providing national infrastructure for a public purpose...” This designation is a preparatory step, enabling the application of specific legal provisions for land acquisition that are tailored for projects deemed to be of national importance. The notification does not introduce new rights or obligations directly but operationalizes existing statutory powers to facilitate the project's progression.
