Central Government Initiates Land Acquisition for Railway Safety Project in Madhya Pradesh

The Ministry of Railways, through its North Central Railway (Engineering Department), issued a significant notification, S.O. 1846(E), on April 22, 2025, which was subsequently published in the Gazette of India on April 24, 2025. This notification formally declared the Central Government's intention to acquire specific land parcels for a crucial public purpose under the provisions of the Railways Act, 1989, as amended by the Railways Amendment Act, 2008. The legislation came into force upon its publication in the Official Gazette.

The primary objective of this land acquisition is the execution of a special Railway Project focused on enhancing safety and operational efficiency. Specifically, the project involves the elimination of manned level crossing number 413 by constructing a Road Under Bridge (RUB) in the Manikpur-Naini Railway Station section. This development is planned for Vill-Baraha, Tehsil-Teonthar, in the Rewa District of Madhya Pradesh. The legislation provided: “the Central Government, after being satisfied that, for the public purpose, the land, the brief description of which has been given in the schedule annexed hereto, is required for the purpose of execution of a special Railway Project, namely, the elimination of manned level crossing no. 413 by providing RUB in Manikpur-Naini Railway Station, District Rewa Vill- Baraha, Tehsil- Teonthar in the state of Madhya Pradesh, hereby declares its intention to acquire such land”.

The notification outlines a clear process for individuals affected by the proposed acquisition. Any person with an interest in the identified land is granted a period of thirty days from the date of the notification's publication in the Official Gazette to raise objections. These objections must be submitted in writing to the designated competent authority, identified as the Sub-Divisional Officer (Revenue) for Tehsil-Teonthar, Rewa, Madhya Pradesh. The competent authority is mandated to provide the objector an opportunity to be heard, either in person or through a legal practitioner, and may conduct further inquiries before issuing an order to either allow or disallow the objections. Any order issued by the competent authority under sub-section (2) of section 20D of the said Act, as per Clause 20D (3), shall be considered final. Detailed land plans and other relevant information about the land covered by this notification are available for inspection at the office of the Competent Authority.
