Central Government Notifies Final Land Acquisition for Ahmednagar-Beed-Parli-Vaijnath Railway Project

The Ministry of Railways (Central Railway) issued a notification on December 3, 2025, which was subsequently published in the Gazette of India, Extraordinary, on December 5, 2025. This notification, bearing number S.O. 5612(E), formally declares the acquisition of specific land parcels for the execution, maintenance, management, and operation of the Ahmednagar-Beed-Parli-Vaijnath (261 Km.) New Line Special Railway Project in Maharashtra. The issuance of this notification follows an earlier declaration of intention to acquire the land, which was published on August 8, 2025, under notification number S.O. 3648 (E). The current notification signifies the culmination of the land acquisition process, confirming that the identified land will now vest in the Central Government. 

The legislative intent behind this notification is to facilitate the timely and unhindered development of critical railway infrastructure. The process is governed by the provisions of the Railway Act, 1989 (24 of 1989), specifically operating under sub-section (1) of section 20A and sub-sections (1) and (2) of section 20E, as amended by the Railway (Amendment) Act, 2008 (11 of 2008). The earlier legal position required a declaration of intention to acquire land, followed by a period for objections. The current notification addresses the statutory requirement for a final declaration after due process. The substance of the initial notification was published in local Marathi newspapers on September 30, 2025, to ensure public awareness, and no objections were received regarding the proposed acquisition. Subsequently, a competent authority submitted its report to the Central Government, paving the way for this final declaration. The legislation provided: “...the land specified in the schedule annexed hereto shall vest absolutely in the Central government free from all encumbrances.” This provision ensures that the acquired land is transferred to the government without any existing legal claims or liabilities, thereby streamlining project implementation. The schedule appended to the notification provides a brief description of the land to be acquired, including details such as village name, survey numbers, land tenure system, total area, and specific assets like pipelines, borewells, constructions, and trees, across two villages in the Beed District of Maharashtra. This detailed listing ensures precision in the acquisition process. The notification came into force upon its publication in the Official Gazette.
