The Ministry of Railways, acting on behalf of the Central Government, issued a Notification, S.O. 617(E), on February 5, 2025. This instrument was subsequently published in the Official Gazette on February 6, 2025, and came into force on the date of its publication. The notification was issued in exercise of the powers conferred by clause (37A) of section 2 of the Railways Act, 1989. Its primary purpose was to formally designate a specific railway infrastructure development as a Special Railway Project. The project identified for this classification is the Modification of Noamundi Station Exchange Yard, which operates under the Chakradharpur Division of the South Eastern Railway. This significant railway infrastructure is situated in the state of Jharkhand. The designation as a Special Railway Project impacts the planning, execution, and regulatory framework applicable to this particular railway development.

The legislative intent behind such notifications is to streamline and prioritize critical railway infrastructure developments across the nation. By classifying a project as a 'Special Railway Project' under the provisions of the Railways Act, 1989, the Central Government aims to establish a distinct legal and administrative framework for its implementation. This classification typically facilitates various aspects of project execution, including but not limited to, land acquisition processes, obtaining necessary environmental clearances, and overall project management by granting it a specific statutory recognition. The notification serves to formally bring the Noamundi Station Exchange Yard modification project under this specialized regime, thereby enabling the Central Government and the South Eastern Railway to proceed with its development under the specific provisions applicable to such designated projects. The legislation provided: “In exercise of the powers conferred by clause (37A) of section 2 of the Railways Act, 1989, the Central Government hereby notifies the following project as Special Railway Project…” This action underscores the policy rationale of enhancing railway infrastructure efficiency and capacity in key regions, ensuring that projects deemed strategically important receive appropriate statutory backing for their timely completion and operationalization.
