Central Government Notifies Raichur Road Over Bridge as Special Railway Project

The Ministry of Railways issued a Notification, S.O. 1835(E), on April 22, 2025, which was subsequently published in the Gazette of India on April 23, 2025. This instrument, issued under the authority of the Central Government, formally declared the construction of a specific Road Over Bridge (ROB) as a Special Railway Project. The project involves building an ROB in place of Level Crossing No. 219, located at Kilometer 567/6-7 between Raichur and Yermaras Stations. This designation is critical for facilitating the acquisition of land required for the project in the Raichur District of Karnataka. The notification came into effect upon its publication in the Official Gazette, on April 23, 2025.
The primary objective behind this notification is to advance national infrastructure by enabling the swift and legally sound acquisition of land for vital railway projects. By classifying the Road Over Bridge construction as a Special Railway Project, the Central Government aims to utilize specific powers conferred by clause (37A) of Section 2 of the Railways Act, 1989. The earlier statutory framework under the Railways Act, 1989, provides the legal basis for such designations, addressing potential gaps in general land acquisition procedures for critical infrastructure. The construction of a Road Over Bridge (a bridge carrying a road over a railway line) directly replaces a level crossing (a point where a road and railway line cross at the same level), thereby mitigating risks and improving the flow of both road and rail traffic. The designation as a "Special Railway Project" implies that the project receives specific legal treatment to expedite its implementation. The legislation provided: “...the Central Government hereby notifies Construction of Road Over Bridge In lieu of Level Crossing No. 219 at Km. 567/6-7 in between Raichur - Yermaras Stations as a Special Railway Project for acquisition of land in the State of Karnataka in the District of Raichur for providing National Infrastructure for a public purpose with effect from the date of publication of this notification in the Official Gazette.” This designation ensures that the necessary land acquisition for this public purpose project can proceed efficiently, contributing to the overall development of the national railway network.
