Central Government Notifies Railway Protection Force Amendment Rules 2025 to Align Executive Recruitment with CAPF Standards

The Ministry of Railways issued the Railway Protection Force Amendment Rules, 2025, marking a significant shift in the recruitment and enlistment protocols for the Railway Protection Force. Exercising powers conferred by Section 21 of the Railway Protection Force Act, 1957, the Central Government introduced these amendments to the principal rules of 1987. The notification, published in the Gazette of India on October 21, 2025, came into force immediately upon its publication in the Official Gazette. The primary change involves the standardization of physical and procedural requirements for the Executive Cadre of the force, bringing them in line with the standards maintained by the Central Armed Police Forces. 

Under the new rules, the administrative process for filling vacancies underwent a structural change. Rule 45 was amended to mandate that information regarding vacancies be sent directly to the Railway Board rather than the previous practice of taking independent steps to fill them. Furthermore, the legislation introduced rigorous physical standards for the enlistment of enrolled members. For the Executive Cadre, the minimum height was set at 170 centimetres, with chest measurements required to be 80 centimetres unexpanded and 85 centimetres expanded. These standards were explicitly linked to the recruitment criteria used by the Central Armed Police Forces. For non executive roles, the height requirement was maintained at 165 centimetres, with specific provisions for medical relaxation for candidates under the age of twenty who are expected to meet the standards upon reaching maturity. 

The legislation provided: “Selection for direct recruitment to the posts of Sub Inspectors and Constables in Executive Cadre shall be made as per recruitment procedure of Staff Selection Commission for Central Armed Police Forces.” 

The legislative intent behind these amendments was to modernize the Railway Protection Force and ensure parity with other central security agencies. By adopting the Central Armed Police Force standards, the government addressed existing gaps in the physical and medical assessment of personnel. The rules also established clear eligibility criteria for the post of Constable (Executive), requiring candidates to be between eighteen and twenty three years of age and to have completed their High School Examination from a recognized board or university. The medical examination process was similarly overhauled; candidates for the Executive Cadre must now be examined by Medical Officers of the Central Armed Police Forces or Grade I surgeons from government hospitals, ensuring a higher level of professional oversight. 

These amendments substituted several sections of the Railway Protection Force Rules, 1987, which had been amended over thirty times since their inception. The policy rationale focused on streamlining the administrative workflow between the force and the Railway Board while enhancing the operational readiness of the Executive Cadre. By integrating the recruitment of Sub Inspectors and Constables into the Staff Selection Commission framework, the amendment aimed to create a more transparent and uniform selection environment for aspiring members of the force.
