Central Government Notifies Special Railway Projects in Karnataka for National Infrastructure Development

The Central Government, through the Ministry of Railways, officially designated three key infrastructure initiatives in the State of Karnataka as Special Railway Projects. This notification, issued by the South Western Railway under S.O. 2296(E) and dated May 21, 2025, utilized the statutory powers granted under the Railways Act, 1989. The declaration aimed to facilitate the development of national infrastructure for a public purpose, ensuring that the identified rail works receive the necessary legal and administrative priority. The notification came into force immediately upon its publication in the Official Gazette on May 21, 2025.

The scope of the notification encompassed three distinct projects within the state. The first involved the provision of a new crossing station a facility where trains traveling in opposite directions can pass each other on a single-track line at Sravanur, located at km 75/345 on the Mysore-Hassan line between Mandagere and Holenarsipura stations. The second project focused on the Chamarajanagar station, where the government authorized yard re-modelling. This work included the construction of two additional loop lines, which are auxiliary tracks used to allow trains to clear the main line for overtaking or crossing, along with the installation of watering and Passenger Fitment and Train Readiness (PFTR) facilities. The third project identified was the establishment of another new crossing station at Kavalande, situated at km 39/400 between Nanjangud and Chamarajanagara.

The legislation provided: “In exercise of the powers conferred by clause 37(A) of Section 2 of the Railways Act, 1989 (Act no. 24 of 1989) the Central Government hereby notifies that the project, mentioned in the table below as Special Railway Project in the State of Karnataka for providing National Infrastructure for a Public Purpose with effect from date of publication of the notification in the Official Gazette.”

The policy rationale behind this notification was rooted in the necessity to enhance the capacity and efficiency of the regional rail network. By classifying these works as Special Railway Projects, the government invoked a specific statutory framework designed to streamline infrastructure development. Under the Railways Act, 1989, such a designation is a critical legal step that often relates to expedited land acquisition and the execution of projects deemed essential for the public interest. The introduction of crossing stations at Sravanur and Kavalande addressed existing statutory and operational gaps in the Mysore-Hassan and Nanjangud-Chamarajanagara sections, where limited track capacity previously hindered train frequency and punctuality. Similarly, the re-modelling of the Chamarajanagar yard was intended to resolve logistical limitations by providing better train handling and maintenance capabilities. These enhancements to the operational landscape of the South Western Railway were necessitated by the increasing demand for public transport and the requirement for robust national infrastructure to support regional connectivity.
