Central Government Revises Indian Police Service Cadre Strength for Arunachal Pradesh, Goa, Mizoram, and Union Territories

The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, issued a significant notification on January 3, 2025, introducing the Indian Police Service (Fixation of Cadre Strength) Amendment Regulations, 2025. This delegated legislation, published in the Official Gazette as G.S.R. 08(E), was enacted by the Central Government in consultation with the Government of AGMUT, exercising powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951, read with sub-rules (1) and (2) of rule 4 of the Indian Police Service (Cadre) Rules, 1954. The Regulations came into force on the date of their publication in the Official Gazette. The primary effect of these new regulations is to amend the Indian Police Service (Fixation of Cadre Strength) Regulations, 1955, by substituting the existing heading and entries for "AGMUT" in the Schedule with a detailed breakdown of cadre strength for various states and union territories. This revision impacts the authorized number of Indian Police Service (IPS) officers across Arunachal Pradesh, Goa, Mizoram, Andaman & Nicobar Administration, Chandigarh Administration, Dadra & Nagar Haveli, Daman & Diu, National Capital Territory of Delhi, Lakshadweep, Puducherry, Jammu and Kashmir, and Ladakh.

The legislative intent behind these amendments is to rationalize and update the cadre strength of the Indian Police Service to meet the evolving administrative and law enforcement requirements of these regions. The earlier legal position, as noted in the principal regulations, had a total authorized strength of 457 for the IPS cadre of AGMUT. The new regulations address potential statutory gaps and limitations by providing a more granular and updated allocation of senior duty posts, central deputation reserve, state deputation reserve, training reserve, and leave and junior posts reserve. The legislation provided: “In the Indian Police Service (Fixation of Cadre Strength) Regulations, 1955, in the Schedule, for the heading "AGMUT" and the entries relating thereto, the following shall be substituted namely: "ARUNACHAL PRADESH, GOA, MIZORAM AND UNION TERRITORIES"” followed by a comprehensive list of specific posts and their numbers for each constituent region. This substitution reflects a detailed re-evaluation of the staffing needs, leading to an increase in the total authorized strength of the IPS cadre for these regions from 457 to 532. The amendments ensure that the police administration in these states and union territories is adequately staffed at various levels, from Director General of Police to Superintendent of Police, covering diverse roles such as law and order, intelligence, crime, security, and training. This adjustment aims to enhance the operational efficiency and administrative capacity of the police forces in these critical areas.
