Central Government Revises Indian Police Service Pay Structure for Tripura Cadre

The Ministry of Personnel, Public Grievances and Pensions, through its Department of Personnel and Training, issued a significant notification on May 21, 2025, introducing the Indian Police Service (Pay) Fifth Amendment Rules, 2025. This delegated legislation, identified as G.S.R. 334 (E), came into force immediately upon its publication in the Official Gazette on the same date. The amendment was enacted in exercise of the powers conferred by sub-section (1) of Section 3 of the All India Services Act, 1951, following due consultation with the Government of Tripura. The primary objective of these rules is to further amend the Indian Police Service (Pay) Rules, 2016, specifically targeting the pay structure and designation mapping for Indian Police Service (IPS) officers serving in the State of Tripura.
The core of the amendment involves the substitution of existing entries within Schedule II of the principal Rules of 2016. This substitution impacts both Part A, which pertains to posts carrying pay above the senior scale of the Indian Police Service under State Governments, and Part B, which lists posts carrying pay in the senior scale, including those with special allowances. Under Part A, the revised table for Tripura now explicitly details various senior positions and their corresponding pay levels in the Pay Matrix. For instance, the Director General of Police, Tripura, is now designated at Level 17, while the Director General of Police, Crime & Intelligence, is at Level 16. Additional Directors General of Police are placed at Level 15, and Inspectors General of Police across various portfolios (such as Administration & Provisioning, Law & Order, Training, Armed Police, Crime & Intelligence) are assigned Level 14. Deputy Inspectors General of Police, including those for ranges and specialized units, are set at Level 13A. Part B of the Schedule, which covers posts in the senior scale, also saw a comprehensive substitution of entries for Tripura, listing various Assistant Inspectors General of Police, Superintendents of Police for districts and specialized units (e.g., Special Branch, Anti-Narcotics, Cyber Crime, Economic Offences), Additional Superintendents of Police, and Commandants of Tripura State Rifles battalions. The legislation provided: “the Central Government, in consultation with the Government of Tripura hereby makes the following rules further to amend the Indian Police Service (Pay) Rules, 2016, namely:”
The legislative intent behind these amendments is to streamline and update the remuneration and hierarchical structure for IPS officers within the Tripura cadre, ensuring that their pay scales accurately reflect their designations and responsibilities. The earlier legal position was governed by the Indian Police Service (Pay) Rules, 2016, which established a general framework for pay and allowances for IPS officers across the country. This amendment addresses specific administrative and operational requirements within the Tripura police establishment, potentially arising from cadre reviews, creation of new posts, or re-evaluation of existing roles. By substituting the entries in Schedule II, the Central Government aims to resolve any statutory gaps or inconsistencies that may have existed regarding the classification and pay of various IPS posts in Tripura. The changes introduce a clear and updated framework for the affected officers, impacting their career progression and financial entitlements. This revision ensures that the pay structure remains dynamic and responsive to the evolving needs of police administration in the state.
