The Supreme Court Collegium has announced a policy decision regarding transfer of Judges proposed to be appointed as Chief Justices of High Courts. The initiative is aimed at strengthening the efficiency and quality of administration of justice in High Courts.

As per the Collegium statement dated 26th February, a judge who is proposed to take over as the Chief Justice of a High Court may be transferred to that High Court well in advance of the vacancy. The transfer is preferably to be effected two months before the post of Chief Justice falls vacant.

The proposed objective behind this timeline is to enable the proposed Chief Justice to become well conversant with the affairs of the said High Court during the intervening period. The step is intended to ensure that the proposed Judge is fully prepared to assume charge as the Chief Justice of the said High Court immediately upon the retirement of the incumbent Chief Justice.

The policy is designed to facilitate a smoother transition in High Court leadership, and to maintain continuity in the administration of the High Court.
