Goa Government Prohibits Strikes in Pharmaceutical Sector, Reschedules Zilla Panchayat Elections

Originally slated for December 13, 2025, the elections will now take place on December 20, 2025, with all other aspects of the previous notifications remaining unchanged.

The legislative intent behind the Home Department's order was to safeguard public interest by ensuring the uninterrupted supply of essential pharmaceutical products. The government, being satisfied that such a measure was necessary, exercised its authority to declare services related to the pharmaceutical sector as essential, thereby temporarily suspending the right to strike for workers in these establishments. The legislation provided: “Government of Goa in exercise of the powers conferred upon it by sub-section (1) of Section 3 of the Goa Essential Services Maintenance Act, 1988 (Goa Act No. 20 of 1989) and being satisfied that in the public interest it is necessary so to do, hereby prohibits strike in any form in all establishments engaged in manufacturing, packaging, distribution and transportation of pharmaceutical products and components thereof in pharmaceutical sector in the State of Goa with immediate effect.” This action addresses potential disruptions in the supply chain of medicines and related components, which could have significant public health implications. The Goa Essential Services Maintenance Act, 1988, provides the statutory framework for the government to intervene in situations where strikes could jeopardize the availability of crucial services.
