Goa Introduces Comprehensive Fee Waiver Scheme for SC/ST Higher Education Students

The Government of Goa, through a recent notification issued by the Department of Education, has formally introduced the "Fee Waiver Scheme for SC/ST Students pursuing Higher Education." This instrument, published in the Official Gazette on July 2, 2025, aims to significantly enhance access to quality higher education for students belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) communities within the state. The scheme was designed to address the persistent challenges faced by these students in reaching higher educational institutions, often due to financial constraints. It came into force immediately upon its publication.

Under the provisions of this new scheme, eligible SC/ST students enrolling in Government, Government Aided, or Self-Finance courses at Government or Government Aided Institutes across Goa will receive financial assistance. The scheme provides for a fee waiver up to a maximum of Rs. 40,000 per annum, covering essential components such as Tuition Fees, Library Fees, Laboratory Fees, and Development Fees. Other charges, however, remain the responsibility of the student. To qualify, a student must have been born in Goa or resided in the state for at least fifteen years, passed their qualifying examination from a Goa University-affiliated institution within Goa, and belong to the SC/ST community of Goa. A key operational aspect mandates that concerned institutions scrutinize applications and waive fees at the time of admission itself, subsequently submitting proposals to the Directorate of Higher Education for reimbursement by September 30th each year. The legislation provided: “The Scheme aims to provide access to every SC/ST student to all the Government/Government Aided/Self Finance courses in Government/Government Aided Institutes in the State by providing financial assistance.” This new framework replaces the previous "Fee Waiver Scheme for SC/ST Students pursuing Higher Education" which was notified on June 7, 2012, and now stands withdrawn.

The legislative intent behind the "Fee Waiver Scheme for SC/ST Students pursuing Higher Education" is rooted in the policy rationale of fostering inclusivity and equity in the educational landscape of Goa. The earlier statutory framework, while existing, was deemed to require revision to better serve the target beneficiaries. The scheme directly addresses the statutory gaps and limitations that previously hindered SC/ST students from pursuing higher education due to financial burdens. By providing substantial financial assistance, the government seeks to reduce this burden and ensure that economic status does not become a barrier to academic aspirations. The scheme introduces new obligations for educational institutions to proactively implement the fee waiver at the point of admission and establishes clear enforcement mechanisms for reimbursement through the Directorate of Higher Education. It also specifies that students benefiting from this scheme cannot simultaneously avail similar benefits from other state or central government schemes, though they retain the choice to opt for the most advantageous scheme. The expenditure for SC students will be debited to the Budget Head 2202—General Education; 03—University and Higher Education; 789—Special Component Plan for Scheduled Castes; 01—Scheduled Castes Development Scheme; 00—General; 50—Other Charges, while for ST students, it will be debited to Budget Head 2202—General Education; 03—University and Higher Education; 796—Tribal Area Sub Plan; 02—Scheduled Tribes Development Scheme; 00—General; 50—Other charges under Demand No. 35. The Government retains the power to relax any clause or condition in genuine cases and its decision on interpretation of any clause shall be final and binding. Grievances arising from the scheme's implementation will be heard and decided by the Secretary (Education).
