Goa State Election Commission Notifies Zilla Panchayat Constituency Reservations for Upcoming Elections

The State Election Commission, Goa, issued two significant Notifications, bearing numbers 4/64/Reservation-Z.P./2025-26/SEC/197 and 4/64/Reservation-Z.P./2025-26/SEC/198, on November 6, 2025. These notifications were published in the Official Gazette and came into immediate effect, signaling preparations for the forthcoming General Elections to the North Goa and South Goa Zilla Panchayats (district-level local self-government bodies). The Commission, acting under the authority granted by Section 118 of The Goa Panchayat Raj Act, 1994 (Goa Act No. 14 of 1994), proceeded to reserve constituencies within both Zilla Panchayats. This action was undertaken after considering the demographic data pertaining to Scheduled Castes (SC) and Scheduled Tribes (ST) populations, alongside information provided by the Goa State Commission for Backward Classes concerning the backwardness of Other Backward Classes (OBC). Consequently, specific constituencies have been designated for persons belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Women, thereby shaping the electoral landscape for the upcoming polls. For instance, in the North Goa Zilla Panchayat, constituencies like Arambol and Calangute were reserved for Women, while Torxem and Anjuna were reserved for OBCs. Similarly, in the South Goa Zilla Panchayat, Usgao-Ganje and Borim were reserved for Women, and Curti and Raia were reserved for STs.

The legislative intent behind these notifications is to ensure equitable representation and participation of historically marginalized communities and women in local governance, aligning with the broader constitutional mandate for inclusive democracy. The policy rationale underscores the necessity of providing a level playing field for these groups, who might otherwise find it challenging to secure electoral victories. The earlier legal position, as enshrined in The Goa Panchayat Raj Act, 1994, provides the framework for such reservations, empowering the State Election Commission to implement these provisions based on demographic and social indicators. The statutory gaps concerning underrepresentation are addressed through this mechanism, which mandates the allocation of seats to specific categories. The notifications introduce new obligations for political parties and candidates, requiring them to field candidates from the designated categories in the reserved constituencies. The legislation provided: “In exercise of the powers conferred under Section 118 of The Goa Panchayat Raj Act, 1994 (Goa Act No. 14 of 1994) (hereinafter called the “said Act”), the State Election Commission Goa taking into account the population of the Scheduled Castes and Scheduled Tribes in the North Goa Zilla Panchayat and the data provided by the Goa State Commission for Backward Classes with regards to backwardness of Other Backward Classes (OBC), hereby reserves the North Goa Zilla Panchayat Constituencies for the persons belonging to the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and Women.” This measure is a crucial step in the enforcement mechanism for conducting fair and representative elections, ensuring that the composition of the Zilla Panchayats reflects the diversity of the population they serve. The reservations are a direct application of statutory provisions aimed at fostering social justice and political inclusion at the grassroots level of governance.
