Governor Appoints New Notary for Haridwar District Headquarters

A recent Notification, bearing No. 44 नो-B/XXXVI-A-1/2025-22 No-B/2009 and dated August 12, 2025, was issued concerning the appointment of a Notary for the District Headquarter of Haridwar. This official communication, published in English translation in pursuance of Clause (3) of Article 348 of the Constitution, formally announced the designation of Ms. Ritesh Kumari, an advocate, to this significant legal role. The notification specified that Ms. Kumari's appointment as a Notary would be for a period of five years, commencing from August 12, 2025. The core of the legislation provided: “In exercise of the powers conferred by Section 3 of the Notaries Act, 1952 (Act No-53 of 1952), the Governor is pleased to appoint Ms. Ritesh Kumari, Advocate as Notary for a period of five years with effect from 12-08-2025 for District Headquarter Haridwar and in exercise of the powers conferred by sub-rule (4) of rule 8 of Notaries Rules, 1956 also directs that the name of Ms. Ritesh Kumari, Advocate be entered in the register of Notaries maintained under Section 4 of the said Act.” This directive ensures that her name is duly recorded in the official register of Notaries, as mandated by Section 4 of the Notaries Act, 1952. The notification, signed by Prashant Joshi, Principal Secretary, Law-cum-L.R., came into force with effect from the date of its issuance, August 12, 2025.

The primary objective behind this notification is to uphold the statutory framework established by the Notaries Act, 1952, and the Notaries Rules, 1956, which govern the appointment and regulation of Notaries across India. Notaries play a crucial role in the legal system by attesting, certifying, and authenticating various legal documents, thereby facilitating commercial and personal transactions and ensuring their legal validity.
