The Government of Haryana, through its School Education Department, issued a new Teacher Transfer Policy, 2025, on November 28, 2025, effectively repealing the previous Teacher Transfer Policy, 2023, which had been in force since August 9, 2023. This new policy, communicated via a notification from the Additional Chief Secretary to the Government of Haryana, School Education Department, aims to streamline and standardize the process of teacher transfers across the state. It applies to all teachers holding "Core Posts" in government schools under the School Education Department, Haryana, including those on "Non-Core Posts" where respective deployment policies permit participation. The policy also extends its applicability to specific cadres of teachers as detailed in Annexure-II, encompassing Principals, Headmasters, Post Graduate Teachers (PGTs), Trained Graduate Teachers (TGTs), and Primary Teachers (PRTs), among others, working in a regular capacity, as well as Guest Teachers.

The policy introduces several key definitions and procedural changes to govern transfers. A "Minimum Tenure" of one year at a particular school unit is established, after which a teacher may voluntarily participate in a transfer drive. Conversely, a "Prescribed Tenure" mandates participation in a transfer drive after five years at a unit or fifteen years in a block, calculated continuously or cumulatively. Certain teachers are designated as "Protected Teachers," including those nearing superannuation within 12 months, individuals undergoing treatment for specific debilitating disorders (such as cancer or organ transplant), those with over 70% disability, and widows with a youngest child up to 10 years of age. Teachers occupying posts declared "Surplus" after rationalization are also required to participate mandatorily. The legislation provided: “To ensure equitable, demand-based distribution of Teachers/ Heads of the Schools to protect academic interest of students and optimise job satisfaction amongst the Teachers, in a fair and transparent manner.”

A merit-based system, with a composite score out of 80 points, dictates the allotment of vacant posts. Age is the primary factor, accounting for up to 60 points, while special factors contribute a maximum of 20 points. These special factors include gender (10 points for female teachers), specific categories for unmarried female teachers over 40, widows, divorced or judicially separated individuals, spouses of military/paramilitary personnel, teachers or immediate family members suffering from debilitating disorders, teachers with 100% differently-abled or mentally challenged children, and differently-abled persons (with points varying based on disability percentage). A "Couple Case" provision awards 5 points if a spouse is a regular government employee posted in Haryana, Delhi, or Chandigarh, with points awarded to only one spouse. Negative marks (-10) are assigned for major penalties under the Haryana Civil Services (Punishment & Appeal) Rules, 2016.

The transfer process is to be conducted online via an approved Management Information System (MIS) Portal, commencing with the rationalization of posts and publication of a detailed schedule. Teachers are required to update and validate their personal profiles, with district-level and state-level committees handling claims and objections within specified timelines. The process involves multiple rounds of choice filling for eligible regular and guest teachers, followed by random allocation for those not assigned a station of choice. Transfer orders are generated post-approval and must be implemented within ten days, with non-compliance leading to disciplinary action. The policy also outlines provisions for manual representations for specific compelling reasons (e.g., recent marriage, medical grounds, nearing superannuation) when an online drive is not active, requiring Chief Minister's approval. Special provisions are made for the Mewat Cadre, ensuring teachers are not posted outside Nuh district, and offering incentives for teachers from the "Rest of Haryana" cadre to serve in Morni Block of Panchkula, Hathin Block of Palwal, or Nuh area, providing an additional amount equal to 10% of Basic Pay plus Dearness Allowance for regular teachers or Rs. 10,000 per month for Guest Teachers, subject to certain conditions regarding their home district and schooling. The Administrative Secretary, School Education Department, Haryana, is empowered to clarify ambiguities and, with the Chief Minister's prior approval, relax any provisions of the policy.
