The Himachal Pradesh Transport Department issued a notification on December 16, 2025, formally allotting a new series of registration marks for motor vehicles in Nalagarh, District Solan. This delegated legislation, Notification No. TPT-C(9)-8/2002, came into effect upon its publication in the H.P. Rajpatra (e-Gazette) on Monday, December 22, 2025. The measure was undertaken in the public interest to ensure the continuous and efficient registration of motor vehicles within the specified region.

The notification, issued by the Governor of Himachal Pradesh, exercised powers conferred by sub-section (6) of Section 41 of the Motor Vehicles Act, 1988 (No. 59 of 1988), along with other enabling provisions. It specifically allocated the registration mark series HP-12T, encompassing serial numbers from 0001 to 9999, to the Registering and Licensing Authority in Nalagarh. This administrative action directly impacts the said authority and all prospective motor vehicle owners in Nalagarh, providing them with the next available sequence for vehicle identification. The legislation provided: “…the Governor, Himachal Pradesh in exercise of the powers conferred by sub-section (6) of Section-41 of the Motor Vehicles Act, 1988 (No. 59 of 1988) and all other powers enabling him in this behalf is pleased to allot/release registration mark HP-12T alongwith Serial No. 0001 to 9999 to the Registering and Licensing Authority, Nalagarh, District Solan, Himachal Pradesh for registration of motor vehicles…”

The legislative intent behind this notification is to maintain an orderly and uninterrupted system for motor vehicle registration, which is a fundamental administrative function under the Motor Vehicles Act, 1988. The earlier statutory framework mandated the allocation of distinct registration marks for vehicles, and as existing series are exhausted due to ongoing registrations, new ones must be introduced. This notification addresses the practical necessity arising from the continuous increase in vehicle ownership, preventing any potential statutory gaps or administrative bottlenecks in the registration process. By providing a fresh block of registration numbers, the state government ensures that the Registering and Licensing Authority in Nalagarh can continue to fulfill its obligation to register vehicles without interruption. This administrative step, while not amending the principal Act, is a crucial operational directive that facilitates the smooth functioning of vehicle regulation and compliance.
