Himachal Pradesh Notifies New Recruitment and Promotion Rules for Associate Professors in Technical Education

The Himachal Pradesh government, through two distinct notifications issued by the Technical Education, Vocational and Industrial Training Department on December 2, 2025, formally established new recruitment and promotion rules for Group-A Associate Professors in both Engineering and Applied Sciences & Humanities disciplines. These rules, titled the Himachal Pradesh Technical Education, Vocational and Industrial Training Department Associate Professor (Engineering) Group-A Recruitment and Promotion Rules, 2025, and the Himachal Pradesh Technical Education, Vocational and Industrial Training Department Associate Professor (Applied Sciences and Humanities) Group-A Recruitment and Promotion Rules, 2025, came into force upon their publication in the Rajapatra (e-Gazette), Himachal Pradesh, on December 5, 2025. The notifications were issued in exercise of powers conferred by the proviso to Article 309 of the Constitution of India and in pursuance of an order dated November 6, 2025, passed by the Hon'ble High Court of Himachal Pradesh in COPC No. 722 of 2025, titled Amitesh Sharma and Ors. v/s Sh. Sandeep Kadam Vasant & anr., following consultation with the Himachal Pradesh Public Service Commission.

The new rules outline the framework for filling 38 Associate Professor (Engineering) positions across various specializations, including Civil Engineering (8), Electronics & Communication Engineering (5), Mechanical Engineering (8), Computer Science and Engineering (10), and Electrical Engineering (7). Additionally, seven posts for Associate Professor (Applied Sciences and Humanities) were notified, comprising English (1), Physics (2), Chemistry (2), and Mathematics (2). All these positions are classified as Group-A, carrying a pay scale of Level 13A, Cell-1 of the pay matrix, as per a government notification dated October 10, 2022. Recruitment for these selection posts will primarily be 100% by promotion, with direct recruitment serving as a fallback option if suitable candidates are not available through promotion. For direct recruitment, candidates must be between 18 and 45 years of age, with provisions for age relaxation for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and government employees. The essential qualifications for direct recruits include a Ph.D. degree in the relevant field, a first-class or equivalent at the Bachelor's or Master's level, a minimum of six research publications in SCI journals or UGC/AICTE approved lists, and at least eight years of regular experience in teaching, research, or industry, with a minimum of two years of post-Ph.D. experience. A two-year probation period is stipulated for direct recruits, which may be extended under special circumstances.

The legislative intent behind these new rules is to establish a robust and merit-based system for the appointment and career progression of academic staff within the technical education sector, aligning with contemporary academic standards and performance evaluation methodologies. The earlier legal position, governed by the Himachal Pradesh Technical Education, Vocational and Industrial Training Department Associate Professor (Engineering) Recruitment and Promotion Rules, 2016, and the Himachal Pradesh Technical Education, Vocational and Industrial Training Department Associate Professor (Applied Sciences and Humanities) Recruitment and Promotion Rules, 2019, were expressly repealed by these new enactments. The new rules address statutory gaps by incorporating updated guidelines from the All India Council for Technical Education (AICTE), particularly concerning training requirements and a comprehensive performance assessment system for promotions. For promotion, Assistant Professors in the appropriate branch must possess a Ph.D. degree, a first-class or equivalent at the Bachelor's or Master's level, and must have completed minimum training requirements as per Annexure-III of the AICTE notification F.No. 61-1/RIFD/7th CPC/2016-17 dated March 1, 2019. A significant amendment introduced is the requirement for promotional candidates to satisfy specific criteria related to experience, research publications, and a 360-degree feedback score. The legislation provided: "The 360 Degree Score shall be determined on the basis of following parameters: a. Teaching Process (Maximum Point 25) b. Students Feedback (Maximum Point 25) c. Departmental Activities (Maximum Point 20) d. Institute Activity (Maximum Point 10) e. ACR (Maximum Point 10) f. Contribution to Society (Maximum Point 10)". This detailed feedback mechanism aims to ensure a holistic evaluation of a candidate's performance. Furthermore, a new obligation mandates that, for promotion, every employee must serve at least one term in tribal, difficult, hard, or remote/rural areas, subject to the availability of posts, with certain exceptions for those nearing superannuation. The rules also specify that continuous ad-hoc service in a feeder post, if rendered after a proper selection process, will count towards the length of service for promotion. The Himachal Pradesh Public Service Commission will be consulted for recruitment as required by law, and all members of the service must pass a departmental examination as per the Himachal Pradesh Departmental Examination Rules, 1997. The State Government retains the power to relax any provision of these rules in consultation with the HPPSC, provided reasons are recorded in writing.
