Himachal Pradesh Updates Technical Education Recruitment Norms and Delegates Financial Powers for Tourism Scheme

The Himachal Pradesh government recently issued two significant notifications concerning the recruitment and promotion of Associate Professors within its Technical Education, Vocational and Industrial Training Department, alongside an office order delegating financial powers for a tourism scheme. These developments, published in the official gazette, aim to streamline administrative processes and enhance the quality of public services.

The Himachal Technical Education, Vocational and Industrial Training Department Associate Professor (Engineering) Group-A Recruitment and Promotion Rules, 2025, and the Himachal Technical Education, Vocational and Industrial Training Department Associate Professor (Applied Sciences and Humanities) Group-A, Recruitment and Promotion Rules, 2025, were both issued on December 2, 2025. These rules, classified as delegated legislation, were made by the Governor of Himachal Pradesh in consultation with the H.P. Public Service Commission. Their issuance was prompted by an order dated November 6, 2025, passed by the Hon'ble High Court of H.P. in COPC No. 722 of 2025, titled Amitesh Sharma and Ors. v/s Sh. Sandeep Kadam Vasant & anr. Both sets of rules came into force from the date of their publication in the Rajapatra (e-Gazette), Himachal Pradesh. The Engineering rules specify 38 posts across various disciplines including Civil, Electronics & Communication, Mechanical, Computer Science, and Electrical Engineering, while the Applied Sciences and Humanities rules cover 7 posts in English, Physics, Chemistry, and Mathematics. Both notifications repealed their respective previous rules, the 2016 rules for Engineering and the 2019 rules for Applied Sciences and Humanities, while saving any actions taken under the repealed rules. Key provisions include a defined pay scale at Level 13A, Cell-1, and an age limit for direct recruitment between 18 and 45 years, with relaxations for in-service candidates and reserved categories. Essential qualifications for direct recruits mandate a Ph.D. degree in the relevant field, a first-class or equivalent at Bachelor's or Master's level, at least six research publications in SCI/UGC/AICTE approved journals, and a minimum of eight years of teaching, research, or industry experience, with at least two years post-Ph.D. Recruitment is primarily by promotion (100%), failing which by direct recruitment. Promotion criteria for Assistant Professors require a Ph.D., completion of minimum training requirements as per AICTE notification F.No. 61-1/RIFD/7th CPC/2016-17 dated March 1, 2019, and specific experience, research publications, or average 360-degree feedback scores. A notable requirement for promotion is that every employee must serve at least one term, typically three years or less, in Tribal, Difficult, Hard, Remote, or Rural areas, subject to post availability, with exceptions for those nearing superannuation. The rules also detail how continuous adhoc service (temporary service) will be considered for promotion and confirmation, provided proper selection processes were followed. The selection process for direct recruitment involves an interview/personality test, potentially preceded by screening, written, practical, or physical tests.

The legislative intent behind these updated Recruitment and Promotion Rules is to establish a robust and merit-based system for staffing technical education institutions in Himachal Pradesh. By repealing older rules, the government aimed to address statutory gaps and limitations, ensuring that the qualifications and experience of faculty align with contemporary academic and industry standards, particularly those set by the All India Council for Technical Education (AICTE). The introduction of mandatory service in tribal and difficult areas seeks to ensure equitable distribution of qualified educators across the state, addressing the real-world challenge of attracting talent to remote regions. The inclusion of a 360-degree feedback mechanism for promotions signifies a move towards a more comprehensive performance evaluation system for faculty members. The legislation provided: “Calculation of 360 degree feedback should be as per Annexure-IV of AICTE Notification 01/03/2019, appended to these rules and as amended from time to time.” This mechanism evaluates teaching process, student feedback, departmental and institute activities, annual confidential reports (ACRs), and contribution to society, converting these into a 10-point scale. This aims to foster continuous professional development and accountability among faculty. The rules also clarify the role of the Himachal Pradesh Public Service Commission (HPPSC) in recruitment and empower the State Government to relax provisions in specific circumstances, ensuring flexibility while maintaining standards.

Separately, the Tourism & Civil Aviation Department issued an Office Order on November 26, 2025, delegating financial powers. This order, issued by the Principal Secretary Tourism & Civil Aviation, empowered Deputy Directors, District Tourism Development Officers, and Assistant District Tourism Development Officers to incur expenditure up to Rs. 12,00,000/- (Rupees Twelve Lakh only) per case per year. This delegation falls under the Head 2034-80-001-05-SOON-SOE 63-Subsidy for Interest Subvention Scheme for Home Stays, which was previously notified by the department on October 13, 2025. This measure, exercised under Rule 12 of the Himachal Pradesh Financial Rule, 2009, and a Finance Department Notification dated June 3, 2014, aims to decentralize financial decision-making and expedite the implementation of the Home Stay Interest Subvention Scheme, thereby promoting tourism and local entrepreneurship. In a related development, the Himachal Pradesh Legislative Assembly adjourned sine-die (indefinitely) on December 5, 2025, as announced by a notification from the Himachal Pradesh Fourteenth Vidhan Sabha.
