Legal Metrology Rules 2011 Amended for Verification of High-Capacity Weighing Instruments

The Department of Consumer Affairs has amended the Legal Metrology (General) Rules, 2011 to revise the verification process for high-capacity weighing instruments. According to the Department, the amendment reduces the quantity of standard weights required during verification by introducing a repeatability-based verification approach. 

Change in Verification Requirement

Under the earlier provisions, verification of weighing instruments with a maximum capacity of one tonne or more required the use of standard weights of at least one tonne or 50% of the instrument's maximum capacity, whichever was greater, before constant loads could be substituted. 

Following the amendment to Legal Metrology (General) Rules, 2011, the requirement has been reduced. After the successful conduct of a repeatability test, the mandatory quantity of standard weights required before substitution with constant loads will now be one-fifth (20%) of the maximum capacity of the weighing instrument, while retaining the prescribed standards of verification accuracy and reliability. 

Existing Requirement Cited as Logistically Challenging

The Department stated that the previous requirement often resulted in logistical challenges, transportation costs and operational difficulties for industries and operators of weighbridges because of the need to move large quantities of standard weights. 

Impact of the Amendment

The amended Legal Metrology (General) Rules, 2011 are expected to: 

  • Reduce the compliance burden for industries, warehouses, logistics operators and weighbridge owners.
  • Lower transportation and handling costs associated with standard weights.
  • Enable faster verification of high-capacity weighing instruments, thereby reducing operational downtime.
  • Improve the efficiency of Legal Metrology verification activities while maintaining accuracy and consumer protection.
  • Allow better utilisation of verification resources by government authorities. 

Scientific Basis

The Legal Metrology (Government Approved Test Centre) Amendment Rules, 2026 is based on metrological principles under which a repeatability test establishes the consistency and stability of a weighing instrument. On that basis, verification can be carried out using a reduced quantity of standard weights while maintaining verification accuracy and reliability. 

Part of Ongoing Legal Metrology Reforms

The 2026 amendment to Legal Metrology 2011 Rules forms part of its ongoing efforts to update the Legal Metrology framework through regulatory reforms. It said these measures are aimed at simplifying compliance, reducing regulatory burden, strengthening the verification ecosystem and promoting the use of technology in Legal Metrology while maintaining accuracy and consumer protection in commercial transactions.
