Ministry of Finance Notifies IDFC Bank as Receiving Office for Sovereign Gold Bond Scheme

The Ministry of Finance, Department of Economic Affairs, issued Notification G.S.R. 85(E) on January 19, 2016, which brought about a partial modification to the existing framework governing the Sovereign Gold Bond Scheme 2016. This notification specifically designated IDFC Bank Limited as an additional receiving office for the scheme. The measure was enacted through an official publication in the Gazette of India, and it came into force immediately upon its issuance on January 19, 2016. The core change involved the inclusion of IDFC Bank Limited at serial number 21 within the list of Scheduled Private Banks detailed in Annexure I of the original Notification G.S.R. 33(E), which was dated January 14, 2016. All other terms and conditions stipulated in the initial notification for the Sovereign Gold Bond Scheme 2016 remained unaltered. This administrative action expanded the network of financial institutions authorized to facilitate subscriptions to the government-backed gold bond scheme.

The legislative intent behind this notification was to enhance the accessibility and operational reach of the Sovereign Gold Bond Scheme 2016. The scheme itself was introduced with the policy rationale of offering an alternative investment avenue to physical gold, thereby aiming to reduce the demand for physical gold imports and mobilize domestic savings. Prior to this notification, the Sovereign Gold Bond Scheme 2016 was already operational under Notification G.S.R. 33(E), with a defined set of receiving offices. The present notification addressed a practical gap by expanding the institutional framework for the scheme's distribution. By adding IDFC Bank Limited, the government sought to leverage the bank's network to streamline the subscription process for a wider segment of potential investors across the country. The legislation provided: “…the IDFC Bank Limited is hereby notified as a receiving office by including it at S. No. 21 in list of Scheduled Private Banks in Annexure I.” This strategic inclusion aimed to strengthen the scheme's implementation by ensuring more financial touchpoints were available for citizens to participate in the gold bond program. The move was consistent with the broader objective of making government investment schemes more convenient and widespread.
