Ministry of Home Affairs Amends Border Security Force Combatised Stenographers Cadre Recruitment Rules

The Ministry of Home Affairs issued a notification, G.S.R. 12(E), on January 1, 2025, bringing into effect the Ministry of Home Affairs, Border Security Force, (Combatised Stenographers Cadre), Group 'A' and Group 'B' Posts, Recruitment (Amendment) Rules, 2025. These rules, which came into force on January 6, 2025, upon their publication in the Official Gazette, were enacted by the Central Government under the powers conferred by sub-section (1) read with clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968. The primary purpose of this legislative instrument was to amend the existing Ministry of Home Affairs, Border Security Force, (Combatised Stenographers Cadre), Group 'A' and Group 'B' Posts, Recruitment Rules, 2019.

The amendments introduced several key changes affecting the Combatised Stenographers Cadre, which comprises stenographic personnel within the Border Security Force. Notably, rule 5 of the principal rules was modified, substituting the general age limit of "fifty-seven years" with "sixty years" wherever it appeared. Significant revisions were also made to the Schedule of the 2019 Rules. For the post of Assistant Commandant (Personal Secretary) at serial number 2, the eligibility service for promotion was increased from "three years" to "five years". However, a specific provision was inserted to safeguard the interests of current incumbents, stating that the eligibility service for those holding the post of Inspector (Personal Assistant) on a regular basis at the commencement of these amendment rules would remain "three years" of regular service in the grade. Furthermore, age limits were adjusted for other posts; for Inspector (Personal Assistant) at serial number 3 and Sub-Inspector (Steno) at serial number 4, the age limit in Note 3 was revised from "52 years" to "fifty-six years". These changes directly impact the recruitment, promotion, and service conditions for personnel within these Group 'A' and Group 'B' posts.

The legislative intent behind these amendments was to update and rationalize the recruitment and promotion criteria for the Combatised Stenographers Cadre within the Border Security Force. The earlier legal position, as established by the 2019 Recruitment Rules, prescribed different age and service eligibility requirements. The revisions address potential statutory gaps or limitations identified in the previous framework, aiming to align service conditions with contemporary administrative and operational needs of the BSF. By increasing the general age limit and adjusting specific promotion eligibility periods, the Central Government sought to ensure a more appropriate career progression pathway for stenographic personnel. The inclusion of a specific note preserving the three-year eligibility service for existing Inspector (Personal Assistant) incumbents demonstrates a policy rationale to prevent retrospective disadvantage to personnel already in service, thereby balancing the introduction of new standards with the protection of existing career expectations. The legislation provided: “In exercise of the powers conferred by sub-section (1) read with clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act,1968 (47 of 1968), the Central Government hereby makes the following rules to amend the Ministry of Home Affairs, Border Security Force,(Combatised Stenographers Cadre), Group 'A' and Group 'B' Posts, Recruitment Rules, 2019...” These amendments effectively substitute specific provisions of the 2019 rules, thereby modifying the existing statutory framework for recruitment and promotion within this specialized cadre of the Border Security Force. The enforcement of these new criteria will be managed through the established administrative mechanisms of the Ministry of Home Affairs and the Border Security Force.
