Ministry of Railways Amends Red Tariff Rules to Include Liquefied Ethane Transport in ISO Containers

The Ministry of Railways, acting through the Railway Board, issued a formal notification on October 21, 2025, to introduce the Railways Red Tariff (Second Amendment) Rules, 2025. This legislative instrument was promulgated in exercise of the statutory powers conferred upon the Central Government by Section 67 and Section 87 of the Railways Act, 1989. The amendment modifies the principal Railways Red Tariff Rules, 2000, which serve as the primary regulatory framework governing the carriage of dangerous and hazardous goods across the Indian Railways network. As per the notification published in the Gazette of India Extraordinary, these new rules came into force on the date of their publication, being October 22, 2025. This update follows a previous amendment issued in September 2025, signaling a continued effort by the executive branch to refine the technical and safety standards for freight operations involving volatile substances.

The primary legal consequence of this amendment is the formal inclusion of Liquefied Ethane within the sanctioned list of liquid gases permitted for rail transit under specific safety protocols. The amendment specifically targets Table II of the principal rules, which categorizes various hazardous materials and prescribes their respective packing conditions. By updating the sub-heading for Liquid Gases, the government has now authorized the transport of Liquefied Ethane provided it adheres to the newly specified containment standards. The notification mandates the use of specialized equipment for this purpose, affecting how industrial consignors and railway authorities handle this specific commodity.

The legislation provided: “In the Railways Red Tariff Rules 2000, in the Table II, in column (1), under the sub heading Liquid Gases, the item 'Liquefied Ethane', may be inserted and correspondingly in column (4), under the sub heading Exceptional or Additional packing Rules, the item 'T 75 ISO Container' shall be inserted for 'Liquefied Ethane'”

The legislative intent and policy rationale behind this amendment center on the necessity of aligning rail transport safety standards with modern industrial logistics requirements. Under the earlier statutory framework provided by the 2000 Rules, the specific packing requirements for Liquefied Ethane were not explicitly detailed in the context of multi modal tank containers. The introduction of the T 75 ISO Container (a specialized, vacuum insulated cryogenic pressure vessel designed for the transport of liquefied gases) addresses a statutory gap regarding the safe movement of cryogenic liquids. By prescribing the T 75 standard, the Ministry has established a clear enforcement mechanism to ensure that Liquefied Ethane, a highly flammable hydrocarbon is transported in containers capable of maintaining the required temperature and pressure levels to prevent leaks or explosions.

This amendment functions as a necessary expansion of the Railways Act’s mandate to regulate the carriage of "dangerous goods" (substances which, by reason of their nature, may cause damage or injury). By substituting and adding these specific provisions to the existing Table II, the government has modernized the freight tariff structure to support the petrochemical industry while maintaining rigorous safety oversight. The use of ISO containers also facilitates easier intermodal transfer between ships, trucks, and trains, thereby improving the efficiency of the national supply chain for energy and industrial raw materials.
