Ministry of Railways Designates Authorities for Railway Land Acquisition Projects

The Ministry of Railways, through its South Western Railway (Construction Organisation) in Bengaluru Cantonment, issued Notification S.O. 3911(E) on August 26, 2025, to authorize specific officers as 'Competent Authority' and 'Arbitrator' for land acquisition related to special railway projects. This delegated legislation, published in the Gazette of India as an extraordinary notification, came into force upon its publication. The notification was issued in the exercise of powers conferred by clause (6) of section 20F and clause 7A of section 2 of the Railway Act, 1989 (24 of 1989). It specifically addresses the public purpose requirement of land acquisition for the construction of a double line between Ballari and Chikjajur stations, spanning approximately 185 kilometers, affecting the districts of Chitradurga and Ballari. For the Chitradurga section of this project, the Special Land Acquisition Officer, Tumakur - Chitradurga New Railway Line, was designated as the Competent Authority, with the Regional Commissioner, Bengaluru, appointed as the Arbitrator. Similarly, for the Ballari section, the Assistant Commissioner, Ballari, was named the Competent Authority, and the Regional Commissioner, Kalburgi, was designated as the Arbitrator.
